Description

The Land Development Project Manager is a leadership position responsible for guiding large-scale land development projects from concept through design approvals and ultimately through construction. This role combines hands-on civil engineering design expertise with project management, client consultation, team leadership, and regulatory navigation for institutional, commercial, industrial, and residential development projects throughout the Lehigh Valley and eastern Pennsylvania. 
The successful candidate will manage a team of staff engineers and support personnel while actively engaging in the design process — this is not a desk-only management role. The Project Manager is expected to be technically proficient in site design, grading, utility layout, stormwater management, and roadway design while also carrying responsibility for project schedules, budgets, client relationships, and regulatory approvals. 
The Pidcock Company values candidates who pair deep land development design experience with strong project leadership and communication skills. While this is a senior-focused position, strong mid-career engineers with demonstrated project management capability and a path toward licensure are encouraged to apply. Candidates with AICP certification or land planning experience in addition to engineering credentials bring particular value to this role. 
Key Responsibilities

  • Guide projects from concept through design approvals and construction — serve as primary client contact and project leader
  • Lead site design including street/lot layout, grading, parking, utilities, and stormwater management for subdivision and land development projects
  • Design stormwater systems including detention/retention, volume control BMPs, and post-construction stormwater management (PCSM)
  • Navigate the municipal approval process — Planning Commission, Board of Supervisors, Zoning Hearing Board presentations and hearings
  • Manage DEP permitting including NPDES, Chapter 102/105, floodplain modeling, and Sewage Facilities Planning Modules
  • Manage and mentor a team of staff engineers and designers while maintaining personal involvement in design
  • Develop project schedules, budgets, and proposals; support business development and client relationship growth
Requirements

  • 6–10+ years in subdivision and land development design in Pennsylvania with project leadership experience
  • Demonstrated expertise in site design — roadways, grading, parking, utilities, and stormwater management including PCSM
  • Proficiency with stormwater modeling (HydroCAD, HEC-RAS, HEC-HMS) and AutoCAD Civil 3D
  • Familiarity with PA municipal ordinances (SALDO, Zoning, Stormwater, Floodplain) and the MPC
  • Excellent presentation skills — comfortable presenting to Planning Commissions, Zoning Hearing Boards, and elected officials
  • Proven project management skills — budgets, schedules, multi-disciplinary coordination, and client satisfaction 
  • Experience preparing testimony and presenting before Zoning Hearing Boards and regulatory bodies. 
  • Experience with DEP permitting including NPDES, Chapter 102/105, and Sewage Facilities Planning Modules. 
  • Familiarity with PennDOT Highway Occupancy Permit (HOP) requirements and traffic impact study coordination.
