Job description

Responsibilities

Great intelligence enterprises don't run on instinct - they run on well-engineered processes. Peraton is looking for a Knowledge Manager specializing in Requirements Engineering to help USCYBERCOM J2 operate smarter, faster, and more effectively at Fort Meade, MD.

In this role, you'll serve as the critical bridge between J2 customers and the IT/KM teams that build and maintain the systems they depend on. You'll translate mission needs into actionable requirements, reengineer processes that aren't working, and ensure that every knowledge management initiative is grounded in what the command actually needs - not just what's technically possible.

What You'll Do
  • Apply requirements management methodologies and best practices to align organizational processes with USCYBERCOM J2 mission needs and priorities
  • Assist in developing and reengineering processes to close gaps between current operations and mission requirements
  • Serve as the primary conduit between J2 customers and IT/KM Requirements Analysts, ensuring KM requirements are accurately captured and incorporated into the requirements management cycle
  • Identify organizational customers and suppliers; map and document key processes as needed
  • Design, document, and assess new processes and their alignment with applicable DoD/IC policies
  • Plan for new process implementation, including associated technology changes and transition impacts
  • Administer cross-domain data transfer activities (Low-to-High, High-to-Low, Secret) and ensure proper logging and compliance
  • Manage and track Government Laptops, CAC Readers, and peripherals for USCYBERCOM J2 personnel
  • Coordinate and participate in all KM-related meetings and working groups; maintain and update requirements documentation
  • Author and maintain Operating Instructions (OIs) for Command-wide programs and initiatives

QualificationsWhat You Bring

Required:

  • Active Top Secret/SCI (TS/SCI) clearance with Polygraph
  • Minimum of 12 years w/o a degree or 10 years with AS/AA or 8 years with BS/BA or 6 years with MA/MS or 3 years with PhD
  • Working knowledge of requirements engineering methodologies, process reengineering, and IC/DoD classification guidelines
  • Demonstrated ability to work collaboratively as part of a KM team in a dynamic, mission-driven environment
  • Proficiency with Microsoft Office tools and structured analytic techniques
  • Understanding of centralized and peripheral databases, content management systems, and records management systems
  • Strong verbal and written communication skills - able to translate technical requirements into plain language for non-technical stakeholders

Preferred:

  • Experience with requirements management frameworks such as IDEF, UML, or similar methodologies
  • Background in business process reengineering or organizational process improvement
  • Familiarity with DoD/IC policies and system architecture standards
  • Experience with cross-domain data transfer systems and security compliance procedures
  • Knowledge of USCYBERCOM J2 knowledge management infrastructure and mission requirements
  • 12+ years of relevant experience, including work within the last 2 years
  • Master's degree in a related field - or a Bachelor's degree plus 5 additional years of senior-level experience (17 years total)

Target Salary Range$112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations.
