Description & Requirements
Maximus is seeking an experienced and highly motivated Scrum Master to support the Defense Information Systems Agency (DISA) Compartmented Enterprise Services Office (CESO) program in Rosslyn, VA.
The Scrum Master will serve as a servant leader for Agile teams supporting mission-critical cloud, infrastructure, and application modernization initiatives across Department of Defense environments. This position is responsible for facilitating Agile processes, driving continuous improvement, removing impediments, and ensuring successful delivery of program objectives. The ideal candidate possesses strong Agile leadership experience, exceptional communication skills, and a proven ability to coordinate complex technical initiatives across multiple stakeholders and teams.
This role is on-site, five days a week and requires an active TS/SCI security clearance.
Essential Duties and Responsibilities:
- Coach teams, Scrum Masters, and Product Owners on core Agile principles and frameworks (e.g., Scrum, Kanban, SAFe).
- Facilitate Agile ceremonies (e.g., Sprint Planning, Daily Standups, Reviews, Retrospectives; PI Planning where applicable).
- Partner with Product Owners to refine and prioritize backlogs; promote transparency across teams and stakeholders through agreed practices and tooling.
- Mentor Scrum Masters and Agile practitioners; support the development of Communities of Practice.
- Identify and remove impediments; coordinate cross-team issue resolution and system issues per established pathways.
- Advance continuous improvement using flow metrics (e.g., cycle time, throughput, WIP) and actionable insights; encourage consistent use of Jira boards and reporting.
- Support alignment between team execution and program objectives; apply established scaled Agile practices within assigned teams and Agile Release Trains (ARTs).
- Deliver workshops and training on Agile practices, roles, and tooling (Jira, Confluence, Rally); contribute content to Agile playbooks.
- Promote Lean-Agile mindset and servant leadership; provide input to practice guidelines and support the Principal Specialist in codifying governance standards.
Job-Specific Essential Duties and Responsibilities:
- Facilitate Agile ceremonies including sprint planning, daily stand-ups, sprint reviews, retrospectives, and backlog refinement sessions.
- Serve as Scrum Master for one or more Agile teams, promoting adherence to Scrum principles and fostering a culture of continuous improvement.
- Remove team impediments and coordinate with stakeholders to ensure timely resolution of issues affecting delivery.
- Monitor Agile performance metrics, including velocity, burndown charts, and sprint outcomes, to identify opportunities for increased team effectiveness.
- Support Project Managers and technical teams in developing user stories, identifying dependencies, and prioritizing work to maximize business value.
- Coordinate project activities, risks, and schedules while maintaining visibility across multiple workstreams and stakeholder groups.
- Prepare and deliver project status reports, briefings, and executive-level communications utilizing Jira and other Agile management tools.
- Facilitate collaboration among engineers, architects, project managers, and government stakeholders to ensure successful delivery of technical solutions.
- Represent the team in Scrums and other cross-functional coordination meetings.
- Promote Agile best practices and mentor team members on Scrum methodologies and effective Agile execution.
Job-Specific Minimum Requirements:
- Active Top Secret clearance with SCI eligibility.
- Demonstrated experience serving as a Scrum Master supporting Agile software development, cloud infrastructure, or DevSecOps initiatives.
- Strong understanding of Scrum, Agile frameworks, project governance, and delivery management principles.
- Experience using Agile collaboration and project management tools such as Jira and Confluence.
- Ability to manage competing priorities, mitigate risks, and coordinate activities across multiple teams.
- Excellent verbal and written communication skills, including the ability to communicate technical concepts to non-technical audiences.
- Strong facilitation, conflict resolution, and stakeholder engagement skills.
Preferred Skills & Qualifications:
- Bachelor's degree in information technology, Computer Science, Business Administration, Engineering, or related fields.
- Minimum of 8 years of relevant experience supporting Agile project management, Scrum leadership, software delivery, or cloud modernization initiatives.
- Experience supporting the Department of Defense, federal government, or other highly classified environments with strict security requirements.
- Certified Scrum Master (CSM), Professional Scrum Master (PSM), SAFe Scrum Master, or equivalent Agile certification.
- Familiarity with DevSecOps practices, CI/CD pipelines, and cloud infrastructure operations.
- Experience supporting enterprise application deployment, production operations, and service delivery.
- Ability to independently lead complex initiatives while managing multiple stakeholder expectations.
- Experience supporting CESO, DISA, or other defense organizations.
- Strong analytical, organizational, and leadership capabilities with a commitment to mission success.
