DescriptionUnder the supervision of the Director, Talent Operations, The Coordinator, Leave Management & Employee Wellness
serves as MATC's subject matter expert for employee leave, administers all leave of absence programs in compliance with federal, state, and District policies, and oversees the college's comprehensive wellness initiatives. This position ensures consistent, legally compliant administration of all leave types across all four campuses and approximately 2,000+ employees, while proactively fostering a culture of health, resilience, and well-being. The coordinator works cross-functionally with HR Partners, Legal Counsel, Payroll, Facilities Management, and academic and administrative leadership to deliver seamless leave and accommodation experiences.
Work is generally diversified requiring judgment, analysis and decision-making according to established practices and procedures. Supervision received is general. Daily responsibilities are completed independently using established policies and general objectives with interaction with supervisor limited to problems or unusual conditions.

Characteristic Duties and Responsibilities- Leave Program Administration: Serves as the primary administrator for all College leave programs, including FMLA, ADA/ADAAA, WFMLA, sabbatical, military (USERRA), medical, parental, personal, and other approved leaves, ensuring compliance with federal, state, and institutional requirements. Oversees the full leave lifecycle, including eligibility determination, documentation, tracking, employee and supervisor notifications, coordination with disability and workers' compensation programs, and return-to-work processes; partners with HR leadership and Legal on complex or contested cases.
- ADA / Reasonable Accommodation Coordination: Oversees the ADA/ADAAA interactive accommodation process, serving as the primary point of contact for employees, supervisors, and healthcare providers. Coordinates with Facilities Management, Environmental Health & Safety, and the College's ergonomics program to assess, implement, and document workplace accommodations and workstation modifications.
- Maintain the accommodations budget, including forecasting, procurement, invoice processing, and annual budget reconciliation; presents budget analysis to the Director, Talent Operations and VP of HR.
- Employee Wellness Program Coordination: Designs, implements, and evaluates the District's employee wellness initiatives aligned with institutional goals and the Total Rewards philosophy; serves as Chair of the Employee Wellness Committee. Coordinates wellness programming, vendor partnerships, and budget administration; facilitates health promotion activities; ensures regulatory compliance for wellness incentives; and prepares participation and outcome summaries for review by appropriate stakeholders.
- Recordkeeping, Documentation, and Reporting: Maintains accurate, confidential, and compliant records related to leave, accommodations, and wellness programs; produces reports for leadership, audits, and planning purposes; monitors utilization and outcomes to identify trends; and recommends process, policy, or system improvements to enhance efficiency, compliance, and employee experience.
- Compliance and Regulatory Oversight: Ensures district compliance with all applicable federal and state regulations governing leave administration, accommodations, and employee wellness programs, including FMLA, ADA/ADAAA, WFMLA, USERRA, HIPAA, FLSA (as applicable), workers' compensation statutes, and Wisconsin technical college system policies; monitors regulatory changes, updates procedures and notices accordingly, supports internal and external audits, and provides guidance to HR leadership and stakeholders to mitigate risk and ensure consistent, compliant practices.
- Ethics and Confidentiality: Practices honesty by demonstrating a consistent and uncompromising adherence to strong moral and ethical principles, values, truthfulness and accuracy in all actions. Addresses all student and employee behavior in a confidential and respectful manner.
- Collaborative Teamwork: Establishes, maintains, and enhances positive work relationships with staff, faculty, and administrators. Coordinates closely with the Facilities Planning team and leadership.
- Continuous Learning & Professional Development: Maintains current knowledge of best practices and standards in higher education with an emphasis on community Colleges. Actively organizes and/or participates in applicable workgroups, trainings, workshops, seminars, committees and professional associations or conferences to promote continuous learning.

QualificationsCompliance with all state, federal, and accreditation standards/requirement, as well as all MATC policies and procedures.
Required Education & Experience: Associate's degree in Human Resource Management, Business Management, Healthcare Administration, Public Administration, Legal Management/Paralegal or equivalent field; and five (5) years of progressive HR experience with at least three (3) years of direct, hands-on leave of absence administration including FMLA, ADA accommodations, and military leave.
Knowledge, Skills, & Abilities- Familiarity with collective bargaining agreements and unionized environments.
- Strong knowledge of federal and state of FMLA, ADA/ADAAA, USERRA, HIPAA, Wisconsin FMLA, and related employment law.
- Proficiency in HRIS systems (experience with Ellucian, Banner, or similar higher education ERP a plus) and leave tracking or case management platforms.
- Ability to understand, interpret and explain rules, regulations, procedures, and written and oral instructions.
- Ability to organize and analyze information and develop effective solutions.
- Ability to communicate effectively through both oral and written means.
- Ability to establish, collaborate and maintain effective work relationships with peers, students, teachers, staff, representatives of outside agencies, educational institutions, and the general public.

Preferred Education & Experience: Bachelor's degree in Human Resource Management, Business Management, Healthcare Administration, Public Administration, Legal Management/Paralegal or equivalent field; and more than five (5) years of progressive experience in leave management. Experience in a unionized, public-sector, higher education, or similarly complex multi-employee-group environment strongly preferred.

Health Insurance - MATC offers a choice between two medical insurance plans. See below for plan types:

- High Deductible PPO
- Upon selection, the coverage begins the first of the month following start date. You will have 30 days from your start date to enroll.
- MATC contributes a generous percentage towards medical insurance premium.
- Both medical plans include prescription drug coverage at no additional cost to employees.
- Employees are offered an option to enroll in a Health Care Flexible Spending Account (FSA) with the selection of the Low Deductible PPO plan.
- Employees are offered an option to enroll in a Health Savings Account (HSA) with the selection of the High Deductible PPO plan with employer contributions.
Dental Insurance - MATC offers a group dental plan through Delta Dental.
- Upon selection, the dental insurance plan coverage begins the first of the month following start date.
- Annual maximum per covered person is $2,500; plan covers preventive, routine, restoration, and has an orthodontic benefit for dependents up to age 19.
Vision Insurance - MATC offers a group vision plan through Superior Vision..Upon selection, the vision insurance plan coverage begins the first of the month following start date.
- Plan covers eye exam, frames, lenses and contact lenses.
Group Life Insurance - MATC offers group term life insurance benefits through Madison National Life Insurance Company effective the first of the month of start date and is fully paid for by the College. The amount of insurance is based upon the employee's annual earnings rounded to the higher $1,000.00. The benefit is doubled in the event of accidental death.
- Supplemental Life Insurance is also available at group rates for employees, spouses, and dependents to purchase.
Long-Term Disability - MATC offers long-term disability insurance through Madison National Life Company after 30 days of employment and is fully paid for by the College. Benefits provided are equal to 66 2/3% of base monthly earnings.
Flexible Spending Accounts - MATC offers two types of Flexible Spending Accounts (FSA):
- Health Care FSA
- Dependent Care FSA
- This type of benefit allows employees to set aside pre-tax dollars per calendar year for a variety of medical, dental, and vision expenses (for a Health Care FSA) and for day care expenses for children under 13 or family members that are dependent on you for more than half their support (for a Dependent Care FSA) up to a maximum amount.
Retirement Savings - Regular full-time employees of MATC who are hired for greater than 12 months become members of the Wisconsin Retirement System (WRS)'s pension system as of day one of employment. The College currently pays the full cost of the employer contribution (6.9%), and the employee pays the full part of the employee contribution of 6.9% of salary. There is a five year vesting period requirement in order to qualify for any employer contributions made on the employee's behalf.
