Major Duties: This is not an all-inclusive list
A AMMUNITION INSPECTOR (T32), WG-6501-9, Conducts pre-issue inspection of ammunition items prior to issue. Checks each item for restrictions or suspensions. Inspects vehicles, equipment, and storage areas relating to the safety and security of Ammunition and Explosives (A&E). Advises using units on the proper procedures for completion of documentation for issue and turn-in of ammunition and residue. Performs receipt inspections on all ammunition and components turned in by using units. Assists in the inspection and classification of ammunition throughout the state. Provides input regarding causes of ammunition un-serviceability and takes appropriate action when ammunition deterioration is found to be other than "fair wear and tear". Inspects small arms ammunition to ensure segregation of ball and blank ammunition. Supports inspections on all A&E residue returned to the ammunition residue yard. Certifies ammunition residue as explosive free. Initiates documentation for disposition of residue. Enforces safety regulations and is familiar with information regarding safety considerations. Possesses knowledge of the safe methods of performing different types of ammunition and explosive operations, (demilitarization, renovations, shipping, receiving, testing, inspection and storage). Participates in amnesty management including identifying, inspecting, segregating, determine serviceability, documenting, packaging for storage, and coordinating disposition. Operates forklifts, stake bed trucks, pallet jacks, and various hand tools. (25%)
Inspects ammunition, performs maintenance, care, preservation, shipping and storage operations, assuring compliance with Standard Operating Procedures (SOPs), safety regulations, drawings, etc. during operations. Conducts visual, mechanical, functional, static or dimensional tests as required. Uses and maintains test equipment including calibration equipment. Sets up and operates specialized Ammunition Peculiar Equipment (APE). Validates material to assure compatibility of explosive items. Spot checks ammunition accountability, and stock accounting procedures. Participates in required quarterly inventories. Conducts causative research by identifying material with lost identifications or found on post through verification inspection. Researches through data bases to identify lots and dates of arrival. Conducts compliance inspections on units at an Ammunition Holding Area (AHA), individual unit field AHAs and at unit locations if required. Monitors ammunition and explosive related operations at firing sites and demilitarization areas for adherence to regulations a procedures concerning explosives, compatibility, quantity distance, explosive and personnel limits, transportation and utilization of protective equipment. Inspects ammunition and components using appropriate Ammunition Surveillance Procedures. Performs Assists inspections of ammunition storage structures to assure safe storage, compatibility, explosive limits, identify structural deterioration and inventory and security practices. Assists Explosives Ordnance Disposal (EOD) team with demilitarization mission. Attests to compliance with environmental policies and guidance. Inspects and/or tests of lightning protection systems. Participates in the physical security program in accordance with current Army Regulation (AR). Conducts and/or coordinates testing of the Intrusion Detection System (IDS). (25%)
Responsible for the requirements of all ammunition management documentation. Researches, analyzes, and completes the proper and required documentation of ammunition transfer records, surveillance records, ammunition condition reports, quality deficiency reports, magazine data cards and numerous other documentation and/or reports. Initiates and maintains inspection reports, publications, and files. Verifies all services' suspension and restriction notices. Records inspection results to the Depot Surveillance Record (DSR) in the Munitions History Program (MHP). Assists in gathering information for the preliminary malfunction report noting all facts pertinent to this malfunction. Confers with Quality Assurance Specialist Ammunition Surveillance (QASAS), Ammunition Officer, or other experts to arrive at probable cause for the malfunction and makes recommendation on suspense action. Exhibits an in-depth knowledge of ammunition administrative procedures as outlined in Department of the Army (DA) regulations, pamphlets, and other applicable regulations. Researches and analyzes, maintain, technical manuals, drawings, and specifications to ensure assigned procedures are applicable to specific items. Participates in the development, revision and/or update of SOPs, as required.

CONDITIONS OF EMPLOYMENT

• This position is being filled under Merit Promotion procedures and is open to current employees only.
• Minnesota National Guard Membership is required.
• Selectee will be required to wear the military uniform.
• Federal employment suitability as determined by a background investigation.
• May be required to successfully complete a probationary period.
• Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
• Must be able to obtain and maintain the appropriate security clearance of the position.
• Most MNNG position are covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
• Incumbent must be cleared IAW requirements of AR 190-11 (Physical Security of Arms, Ammunition, and Explosives) and must pass a local and national law enforcement files check.
• Incumbent must meet the requirements of DA PAM 385-64, other applicable regulations, as well as validation by the ammunition and explosives safety certification board. Must complete a Training and Certification Program for personnel working in ammunition operations.
• Must be certified in Hazardous Waste Site Personnel (29 CFR1910.120)
• Incumbent must possess and maintain a current state driver's license

MILITARY COMPATIBILITY:
Upon selection, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law, regulation, Presidential order or other authority. Suitability is dependent upon the particular requirements for security clearance, sensitivity level, and DOD IT network access. Items checked include, but are not limited to all criminal history record information, employment history, education and fiscal accountability/responsibility.
The individual selected must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota Army National Guard.
Qualifications

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:
Minimum Requirements:
WG - Experience or training which demonstrates the ability to use and maintain tools and equipment associated with the type of work to be done, and to understand and follow oral and written instructions. Experience which demonstrates the knowledge of and the ability to apply safety standards.
Specialized Experience:
WG-09 - Experience or training which demonstrates knowledge of various codes of federal regulations (i.e., Department of Transportation and Occupational Safety and Health Association). Ability to respond to unforeseen or emergency situations and be able to make immediate responses to emergency situations, determine the correct course of action to mitigate the problem. Knowledge of ammunition/explosives technical references, procedures and policies, materials handling equipment, and lifting gear, rail, and truck characteristics/capabilities. Ability to interpret and apply load drawings technical inspections procedures, publications, specifications, and technical drawings pertaining to ammunition/explosives. Ability to research, interpret and apply all technical information necessary to inspect each specific ammunition and explosive item, component, and specialized packing material. Ability to read and comprehend technical orders, technical manuals, schematics, blueprints, and drawings, as well as communicate orally and in writing to brief and provide training. Knowledge of the safety precautions and procedures necessary to be taken with the variety of ammunition and explosives worked on. Knowledge of detonation and burning methods and procedures for the destruction of ammunition and explosives. Knowledge of product specifications, standards, and associated requirements for preservation, packing, shipping, and storage to ensure product quality, safety, and protection of the environment. Ability to recognize the various munitions and explosives to apply the proper procedure for inspecting. Ability to recognize weather and other conditions that affect explosive operations and to select the alternate procedures necessary under such conditions. Knowledge of operating procedures and safety regulations and procedures applicable to firing range activities. Skill in the operation of the full variety of machines and tools in operations. Skill in the maintenance and minor repair of machines, tools, and equipment used in ammunition maintenance.
