Mid-Level Contract Support Specialist - Federal Acquisition
Location: Remote - United States
Schedule: Full-Time | 40 Hours per Week
Hourly Rate: $43.00 + Benefits
Anticipated Period of Performance: September 30, 2026 - September 29, 2027, with a potential six-month extension
Position Summary
Jamison Professional Services is seeking experienced Mid-Level Contract Support Specialists to provide federal acquisition and procurement support to the U.S. Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Regional Procurement Office - Central (RPOC), Supplies and Services Division.
The successful candidates will provide comprehensive cradle-to-grave federal acquisition support, assisting VA Contracting Officers, Contract Specialists, requiring activities, and other stakeholders with pre-award and post-award procurement activities.
Important Resume Requirements - Applicants must submit a resume limited to two (2) pages. Resumes exceeding two pages will not be considered.
Because this position is being recruited in support of a federal proposal, candidates should submit a detailed resume that clearly identifies:
  • Actual federal contracting duties performed
  • Specific pre-award experience
  • Specific post-award experience
  • Contract types and acquisition actions supported
  • Dates of qualifying federal acquisition experience
  • Education, including coursework necessary to demonstrate the required 24 semester hours
  • Federal acquisition systems and applications used

Essential Duties and Responsibilities
Responsibilities may include:
  • Support pre-award and post-award federal acquisition activities.
  • Conduct market research and acquisition planning.
  • Assist with requirements development and preparation of procurement packages.
  • Draft solicitations, amendments, awards, modifications, option notices, and related acquisition documentation.
  • Assist with development and analysis of Independent Government Cost Estimates (IGCEs).
  • Conduct research and analysis of technical, cost, and pricing data.
  • Assist with cost-benefit and price reasonableness analyses.
  • Review acquisition documents for completeness, accuracy, and regulatory compliance.
  • Interpret and apply Federal acquisition policies, regulations, directives, and procedures.
  • Coordinate with Contracting Officers, Contract Specialists, technical personnel, requiring activities, industry representatives, and other stakeholders.
  • Assist with contract administration, performance monitoring, QASP activities, modifications, change orders, supplemental agreements, and delivery orders.
  • Support preparation of contract termination and closeout documentation.
  • Maintain complete and accurate acquisition files.
  • Use VA's Electronic Contract Management System (eCMS) and other Government acquisition systems as required.

These responsibilities reflect the PWS's required acquisition-support functions, including market research, solicitation preparation, IGCEs, cost/price analysis, contract administration, modifications, and closeout.
Minimum Qualifications - REQUIRED
Candidates must meet all of the following requirements:
Education
  • Bachelor's degree in any field; AND
  • At least 24 semester hours in any combination of the following:
    • Accounting / Business /Finance / Law / Contracts / Purchasing / Economics / Industrial Management / Marketing / Quantitative Methods / Organization and Management

Experience
  • Minimum of 3 recent years of relevant federal contracting experience within the last 5 years.
  • Experience must include comprehensive federal contract acquisition support.
  • Demonstrated knowledge of the Federal Acquisition Regulation (FAR), VA Acquisition Regulation (VAAR), and other applicable federal acquisition regulations and policies.
  • Demonstrated pre-award AND post-award federal acquisition experience.

The PWS expressly states that these qualifications cannot be substituted for one another.
Required Systems Knowledge
Candidates must have working knowledge of commonly used office and federal acquisition systems, including:
Microsoft Teams, Word, Excel, Outlook and PowerPoint; SharePoint; Adobe Acrobat; government contract-writing systems such as eCMS; SAM.gov; CPARS; FPDS-NG; GSA eBuy/GSA Advantage!; and SBA.gov.
Additional Requirements
  • Must be a U.S. Citizen.
  • Must be fluent in written and spoken English.
  • Must successfully complete required VA fingerprinting, background investigation, security/privacy training, and access requirements.
  • Must be able to obtain a VA Personal Identity Verification (PIV) card, as required.
  • Position is primarily remote/virtual; however, travel to the nearest VA Medical Center may be required for fingerprinting, PIV processing, onboarding, and receipt of Government-Furnished Equipment (GFE).
  • Full-time personnel are expected to work 40 hours per week during the Government's established operating hours.
