The Executive Consultant provides executive-level strategic advisory and policy support to agency leadership. This role supports high-level decision-making by delivering data-driven insights, policy analysis, and operational recommendations related to wildfire response, national fire strategy, and agency priorities. The position requires deep subject-matter expertise, strong stakeholder engagement skills, and the ability to translate complex policy and operational data into actionable strategies and leadership-ready communications.


Primary Responsibilities

Serve as a trusted advisor to senior federal executives, providing strategic counsel on organizational priorities, mission objectives, policy implementation, and operational initiatives supporting agency goals.ย 

Facilitate executive planning sessions and strategic workshops to align organizational objectives, performance measures, and agency priorities with mission-critical outcomes.ย 

Develop data-driven recommendations, business cases, and decision-support analyses that enable executive leadership to improve program effectiveness, operational efficiency, and resource allocation.ย 

Partner with Program Managers, Contracting Officer Representatives (CORs), Contracting Officers (COs), and senior stakeholders to ensure successful contract execution, compliance, and mission delivery.ย 

Lead cross-functional teams in the planning and execution of strategic initiatives supporting agency modernization, organizational transformation, and continuous improvement efforts.ย 

Conduct organizational assessments, maturity evaluations, and business process reviews to identify operational gaps, inefficiencies, and opportunities for improvement.ย 

Prepare and deliver executive briefings, strategic reports, white papers, and presentations for senior government officials, executives, and external stakeholders.ย 

Manage project deliverables, schedules, milestones, and performance metrics to ensure timely completion of contractual requirements and achievement of agency objectives.ย 

Advise executive leadership on governance structures, policy implementation, risk management frameworks, and organizational change strategies.ย 

Collaborate with agency leadership to establish key performance indicators (KPIs), accountability measures, governance processes, and reporting requirements.ย 

Support portfolio and program management activities by assessing strategic alignment, resource utilization, project performance, and organizational priorities.ย 

Design and maintain executive dashboards, scorecards, and performance reports to provide leadership with actionable insights and decision-making support.ย 

Facilitate stakeholder engagement and collaboration among government personnel, contractors, industry partners, and executive leadership to achieve shared mission objectives.ย 

Conduct strategic analyses, environmental scans, and organizational research to identify emerging risks, challenges, and opportunities impacting agency operations.ย 

Advise leadership on workforce planning, succession planning, talent management, organizational design, and employee engagement strategies.ย 

Support budget development, financial forecasting, and resource planning activities to ensure alignment with agency priorities and fiscal accountability requirements.ย 

Lead change management initiatives that improve organizational readiness, stakeholder adoption, process efficiency, and mission effectiveness.ย 

Develop risk mitigation plans, corrective action strategies, and contingency planning approaches to address programmatic, operational, and contractual challenges.ย 

Ensure compliance with Federal Acquisition Regulations (FAR), agency policies, contractual requirements, and established governance standards.ย 

Provide subject matter expertise in federal program management, organizational performance improvement, executive decision support, and strategic planning.ย 

Conduct monthly performance review meetings with government leadership and CORs to assess contract performance, milestone achievements, risks, and corrective actions.ย 

Track and report consultant and contractor performance against established schedules, deliverables, and contractual milestones, ensuring transparency and accountability.ย 

Develop detailed travel requests, cost estimates, and budget justifications for government review and approval while ensuring compliance with federal travel regulations and contract requirements.ย 

Establish and maintain productive working relationships with senior executives, agency leadership, and key stakeholders to support successful program outcomes.ย 

Apply project management best practices, performance management methodologies, and analytical frameworks to improve program execution and organizational effectiveness.

Requirements

Contractor personnel shall meet the following minimum requirements:

Bachelor's degree in Business, Public Policy, Natural Resources, or a related field

Minimum of ten (10) years of progressive experience in policy, strategy, or advisory rolesย 

OR twenty (20) years of directly related wildfire or fire response experience

Demonstrated expertise in federal policy development and implementation

Experience providing direct support to senior or executive-level leadership

Preferred Qualificationsย 

Deep operational knowledge of wildland fire response and national fire strategy

Experience supporting congressional reviews or large fire reviews

Prior experience within USDA Forest Service, Department of the Interior (DOI), FEMA, or similar agencies

Familiarity with interagency coordination across federal, state, tribal, and partner organizations
