Job Title: Business Subject Matter Expert (UAT Tester)

Location: Remote (USA)
Client: Oregon Health Authority (OHA) / Oregon Department of Human Services (ODHS)
Duration: Long-Term Contract

Job Description

We are seeking an experienced Business Subject Matter Expert (UAT Tester) to support the Oregon Health Authority's State-Based Marketplace (SBM) Transition Project. The ideal candidate will play a critical role in validating the new Health Insurance Marketplace platform by ensuring business requirements, eligibility workflows, enrollment processes, and regulatory compliance are accurately implemented through comprehensive User Acceptance Testing (UAT).

This is a fully remote opportunity supporting a high-impact healthcare modernization initiative.

Key Responsibilities
  • Review business requirements, user stories, use cases, and acceptance criteria.
  • Develop and maintain UAT test plans, test cases, test scenarios, and Requirements Traceability Matrix (RTM).
  • Execute manual User Acceptance Testing (UAT) and document detailed test results.
  • Log, track, and validate defects using JIRA or similar defect management tools.
  • Perform regression, integration, exploratory, and end-to-end business process testing.
  • Validate Marketplace eligibility, enrollment, account transfers, plan management, and consumer workflows.
  • Collaborate with business stakeholders, technical teams, Medicaid/ONE teams, and vendor partners.
  • Participate in Agile Scrum ceremonies including sprint planning, standups, reviews, and retrospectives.
  • Support release readiness, go-live validation, and continuous process improvement.
  • Provide test metrics, status reports, and risk assessments.
Required Skills
  • 10+ years of Business SME, UAT, QA, or Business Analysis experience.
  • Strong expertise in User Acceptance Testing (UAT) methodologies.
  • Experience with SDLC, Agile/Scrum development methodologies.
  • Strong experience creating test cases, test scenarios, and executing complex UAT cycles.
  • Experience using JIRA, Azure DevOps, or similar test management tools.
  • Strong analytical, documentation, and communication skills.
  • Experience with regression, integration, and end-to-end testing.
  • Understanding of accessibility (WCAG), security, and performance testing concepts.
