This role is contingent upon a contract award.

ICF is seeking an experienced Cloud Architect to provide senior technical leadership across enterprise architecture, platform integration, application modernization, product delivery, and sustainment for a complex federal technology services program. This role will guide solution design and delivery across modern SaaS, cloud, automation, integration, DevSecOps, and product engineering environments.

The ideal candidate has demonstrated experience leading enterprise architecture and product delivery in regulated federal environments, with strong technical credibility across cloud platforms, SaaS ecosystems, secure integrations, automation, application modernization, and delivery governance. This role requires the ability to translate business and mission needs into scalable, secure, supportable technical solutions while coordinating across engineering, cybersecurity, data, service operations, and client stakeholder groups.

Job Location: This position is remote within the United States.

What You'll Be Doing
  • Lead enterprise architecture, platform integration, product engineering, and application modernization activities across a complex federal technology environment.
  • Establish and maintain technical architecture standards, reference patterns, integration approaches, and governance guardrails for SaaS, cloud, platform, and application capabilities.
  • Guide solution design across cloud service providers, SaaS platforms, enterprise productivity tools, low-code platforms, APIs, workflow automation, data integrations, and secure access patterns.
  • Lead architectural design reviews and technical decision forums to ensure proposed solutions are secure, scalable, supportable, and aligned with modernization objectives.
  • Define and govern integration patterns using APIs, SDKs, webhooks, event streams, serverless functions, workflows, CI/CD pipelines, and automation tools.
  • Support implementation of infrastructure-as-code, policy-as-code, configuration-as-code, DNS-as-code, and other repeatable automation practices.
  • Guide product development, delivery, and sustainment teams through requirements definition, solution design, backlog refinement, development, testing, deployment, monitoring, and continuous improvement.
  • Partner with cybersecurity teams to ensure Zero Trust principles, access controls, logging, monitoring, encryption, vulnerability remediation, and compliance requirements are incorporated into solution design and delivery.
  • Coordinate with data teams to ensure applications, integrations, and platforms support governed data access, data quality, analytics, reporting, and AI-enabled capabilities.
  • Provide technical leadership for platform rationalization, application lifecycle planning, performance optimization, technical debt reduction, and automation opportunities.
  • Support release planning, change management, technical documentation, implementation plans, architecture diagrams, runbooks, and knowledge transfer materials.
  • Translate complex technical issues into clear recommendations for client stakeholders, program leadership, product teams, and delivery partners.
What You Must Have
  • Bachelor's degree
  • U.S. Citizenship required due to federal contract requirements.
  • Must be able to obtain and maintain a Federal Public Trust clearance.
  • 15+ years of experience leading enterprise architecture, systems integration, platform engineering, application modernization, or product engineering in complex enterprise environments.
  • One active cloud, enterprise architecture, security, or IT service management certification, such as AWS Certified Solutions Architect, Microsoft Certified: Azure Solutions Architect Expert, Google Professional Cloud Architect, TOGAF, CISSP, Security+, ITIL Foundation, or equivalent.
What We Would Like You To Have:
  • 8+ years of experience designing and governing cloud, SaaS, PaaS, or enterprise platform solutions across multi-team delivery environments.
  • 5+ years of experience supporting federal technology programs or regulated enterprise environments with formal security, compliance, or authorization requirements.
  • 5+ years of experience leading technical design for application modernization, platform integration, product development, API integration, workflow automation, or DevSecOps delivery.
  • 5+ years of experience with cloud platforms such as AWS, Microsoft Azure, or Google Cloud Platform.
  • 5+ years of experience with DevSecOps practices, including CI/CD pipelines, version control, automated testing, release management, and environment promotion.
  • 3+ years of experience implementing or governing infrastructure-as-code, policy-as-code, configuration-as-code, or similar automation approaches.
  • 3+ years of experience with enterprise SaaS or collaboration platforms such as Microsoft 365, Google Workspace, SharePoint, Teams, Slack, GitHub, ServiceNow, Salesforce, Adobe, DocuSign, or similar platforms.
  • 3+ years of experience leading architecture reviews, technical governance boards, engineering standards development, or solution design approvals.
  • Experience supporting HHS, NIH, FDA, CMS, CDC, or other health-focused federal environments.
  • Experience designing SaaS-first or cloud-first enterprise architectures with limited use of custom infrastructure.
  • Experience with Zero Trust architecture, identity-aware access, conditional access, TIC 3.0, NIST 800-53, CIS benchmarks, FISMA, or FedRAMP-aligned environments.
  • Experience with Microsoft Power Platform, including Power Apps, Power Automate, Power BI, Dataverse, ALM, environment strategy, and governance.
  • Experience with enterprise identity, endpoint management, collaboration platforms, networking, secure access, and platform operations.
  • Experience with product management, Agile delivery, backlog governance, release planning, sprint execution, and user-centered product delivery.
  • Experience developing architecture diagrams, technical standards, implementation roadmaps, platform governance models, and modernization playbooks.
  • Additional cloud, security, Agile, ITIL, DevSecOps, Microsoft, AWS, Google Cloud, or enterprise architecture certification.
