BizFirst is assisting our client with recruiting a skilled and experienced Functional Lead / Business Analyst. This position supports the following program: U.S. Department of Education (ED), Office of Finance and Operations — Oracle Projects & Oracle G-Invoicing Implementation Services (GSA MAS Task Order, SIN 54151S). The position is 100% remote and is contingent on contract award, with an anticipated start following award.

Our client is a boutique consulting firm that employs consultants and professionals with unique skill sets to support the federal government with strategic execution, financial process enablement, IT systems, and Enterprise Resource Planning (ERP) software implementation.


What will you do

Own the translation of the Department of Education's reimbursable, project-accounting, and interagency business processes into supported Oracle Projects and G-Invoicing configuration. You will lead requirements analysis, business process mapping, and functional design for a 12-month implementation inside a live, audited Federal core financial system (Oracle E-Business Suite 12.2.12), carrying the requirements from stakeholder workshops through fit-gap analysis, configuration design, user acceptance testing, and training for approximately fifty end users. This role rewards a functional lead who has personally designed Oracle Projects structures — project and task hierarchies, expenditure types, agreements, billing, and revenue — rather than documented around them.


Responsibilities:

• Plan and facilitate stakeholder workshops across financial management, receivables, budget, and systems support organizations to establish current-state and future-state processes.

• Document functional and technical requirements and maintain the Requirements Traceability Matrix as a controlled living artifact from the end of the requirements phase through deployment.

• Map Department business processes to standard Oracle capabilities, produce the fit-gap analysis, and maintain an explicit decision log for any proposed extension beyond supported configuration.

• Define the Oracle Projects business taxonomy: project types and templates, project and task hierarchy, expenditure types and organizations, reimbursable agreement relationships, transaction sources, and status controls.

• Author Business Process Documentation and Functional Design Documents to the schedule stated in the SOW.

• Build the end-to-end scenario catalogue covering cost capture, corrections, transfers, reimbursable setup, funding controls, billing, Receivables integration, revenue recognition, period-end reconciliation, and closure.

• Lead user acceptance testing design and execution, ensuring scenarios include rejections, amendments, corrections, prior-period activity, and settlement exceptions rather than happy-path validation only.

• Support role-based training design and user documentation for approximately fifty end users.


Requirements:

• U.S. citizenship (mandatory; no exceptions or waivers).

• Bachelor's degree in information systems, business, accounting, or a related field.

• Minimum eight (8) years of experience in business analysis and functional ERP or financial system implementation.

• Minimum two (2) years of experience with Oracle E-Business Suite Federal Financials.

• Minimum two (2) years of experience implementing Oracle Projects, with the specific functional areas configured (for example, project and task structures, expenditure types, cost distribution, agreements and funding, billing, revenue).

• Demonstrated experience in requirements analysis, business process mapping, and technical and functional documentation, with named deliverables you personally authored (requirements traceability matrices, process documentation, functional design documents, fit-gap analyses).

• Candidates whose Oracle Projects exposure is limited to working in an environment where the module was installed will not meet this program's bar. The client requires demonstrated, hands-on configuration experience.
