Job description

cFocus Software seeks a Project Manager / Scrum Master to join our program supporting the Department of Homeland Security (DHS). This position is remote. This position requires a Public Trust Clearance.
Qualifications:
  • Bachelor’s or master’s degree in IT, Computer Science, Geography or a related field.
  • 5+ years of progressively responsible project/program delivery experience, including at least five years managing Agile software, data, cloud, geospatial, or enterprise IT teams and initiatives.
  • At least three years serving as a Scrum Master, Agile delivery lead, or equivalent facilitator for multidisciplinary product or software-development teams.
  • Demonstrated experience managing scope, schedules, costs, resources, risks, issues, dependencies, quality, deliverables, requirements, executive reporting, and stakeholder communications.
  • Experience facilitating Agile ceremonies, coaching teams, managing backlogs and impediments, coordinating multiple teams, and using delivery metrics to improve predictability and outcomes.
  • Advanced experience with Jira and Confluence and working knowledge of GitLab, configuration management, documentation repositories, and federal collaboration/reporting tools.
  • Ability to manage and communicate complex technical work involving applications, COTS products, data, cloud/infrastructure, security, testing, operations, and support.
  • Excellent leadership, facilitation, negotiation, conflict-resolution, analytical, presentation, technical-writing, and executive-communication skills.
  • Ability to read, write, speak, and understand English and to satisfy DHS suitability, background-investigation, Entry on Duty, security, and access requirements.
  • Active Project Management Professional (PMP) certification.
  • Certified ScrumMaster (CSM), Professional Scrum Master (PSM), PMI Agile Certified Practitioner (PMI-ACP), SAFe Scrum Master, or comparable Agile credential.
  • Experience managing DHS, another federal agency, homeland-security, public-safety, emergency-management, critical-infrastructure, or defense programs.
  • Experience with enterprise GIS, ESRI Portal/ArcGIS Enterprise, ArcGIS Online, geospatial data services, situational-awareness applications, AWS/cloud environments, or large-scale information-sharing programs.
  • Experience supporting federal acquisition governance, SELC, enterprise architecture, CPIC, PPBE, security authorization, Section 508, configuration/change control, or formal program reviews.
  • Experience managing mixed FFP and T&M work, burn-rate forecasting, staffing/EOD tracking, Government deliverables, and subcontractor or multi-vendor coordination
Duties:  
  • Provide programmatic support and subject-matter guidance for managing and coordinating large-scale enterprise geospatial data, applications, information sharing, and situational-awareness capabilities.
  • Plan and manage work across scope, schedule, cost, quality, resources, dependencies, risks, issues, technical milestones, and deliverables from design through operations and decommissioning.
  • Develop and implement plans, policies, governance approaches, and repeatable processes for documenting, analyzing, collecting, prioritizing, and implementing GII and COP requirements.
  • Provide recommendations for prioritizing requirements and allocating available resources based on mission value, technical dependencies, risk, capacity, cost, and schedule.
  • Coordinate integrated engineering, data, application, infrastructure, security, operations, support, and stakeholder-engagement activities.
  • Manage product and software-development delivery for Custom and COTS teams and coach teams in Agile practices, Scrum framework values, self-organization, transparency, inspection, and adaptation.
  • Facilitate team- and project-level ceremonies, including sprint planning, daily stand-ups, backlog refinement, reviews/demonstrations, retrospectives, release planning, and milestone reviews.
  • Work with product owners and stakeholders to maintain an ordered, actionable, and transparent backlog aligned with program goals and available team capacity.
  • Identify and remove impediments, manage cross-team dependencies, resolve delivery blockers, and escalate organizational issues that teams cannot resolve independently.
  • Use metrics, observation, retrospectives, and stakeholder feedback to improve team efficiency, predictability, quality, collaboration, and delivery outcomes.
  • Provide motivation, guidance, coaching, and conflict-resolution support while protecting teams from uncontrolled work and unnecessary disruption.
  • Elicit business, functional, operational, technical, data, reporting, and user-experience requirements from stakeholders and capture them accurately in Jira.
  • Assess alignment with existing operational requirements, systems, architectures, and capabilities and document gaps, conflicts, dependencies, assumptions, and risks.
  • Facilitate validation and prioritization of requirements against DHS GMO goals, mission outcomes, technical feasibility, security/compliance needs, schedule, cost, and available resources.
  • Ensure epics, features, user stories, tasks, bugs, acceptance criteria, definitions of ready/done, and traceability are sufficiently clear for planning, implementation, testing, and acceptance.
  • Monitor requirements completed, in progress, blocked, overdue, deferred, or at risk and coordinate practical recovery plans
  • Develop and maintain an integrated schedule covering sprints, releases, deliverables, reviews, dependencies, decisions, critical milestones, and responsible resources.
  • Identify and track program and delivery risks; document impact, probability, treatment plan, owner, status, triggers, dependencies, and escalation needs in the Risk Registry.
  • Manage issues through resolution, monitor corrective actions, and communicate emerging risks early enough to support informed Government decisions.
  • Maintain staffing and backfill awareness, coordinate capacity and resource needs, and support onboarding, transition, and surge planning.
  • Track equipment, software, licensing, Government-furnished equipment, personnel Entry on Duty status, badging, clearance/suitability status, and other assigned program controls
