Job Description

RESPEC is seeking a highly experienced QA/Test Manager to join our team in support of a large-scale Electronic Health Record (EHR) modernization initiative for a major Texas state health agency.

This is a high-impact leadership opportunity for a seasoned QA professional ready to own quality assurance strategy from end to end on one of the most complex healthcare IT transformation programs in Texas state government. You will serve as the primary QA authority for a large-scale EHR SaaS implementation - overseeing everything from data migration validation and ETL testing to UAT governance and vendor coordination. This role demands someone who can operate independently, communicate clearly with executive stakeholders, and drive quality outcomes across clinical, pharmacy, billing, and administrative workflows. 

Core Responsibilities

  • As the QA/Test Manager, you will lead the full quality assurance lifecycle for the EHR implementation program. This means developing and owning the QA governance framework, testing strategy, schedules, and resource plans - and serving as the single point of contact for program leadership, IT teams, vendors, and business stakeholders. You will provide regular executive-level reporting on testing status, risk exposure, defect metrics, and milestone progress.
  • A significant portion of this role centers on data migration and conversion validation. You will lead pre-load and post-load validation activities, conduct record counts and field-level verification, and perform exception analysis to ensure patient, clinical, pharmacy, billing, and historical records are accurate, complete, and fully reconciled from legacy EHR and ancillary systems. You will review ETL processes, data mapping documents, validation rules, and reconciliation reports to ensure data integrity throughout the migration lifecycle.
  • You will also lead functional and integration testing across all EHR modules - including clinical workflows, scheduling, orders, medications, documentation, and billing - validating end-to-end processes across clinician, nursing, pharmacy, registration, and administrative user roles. You will oversee system testing, regression testing, and integration testing, and ensure that all SaaS configuration changes and vendor releases are fully tested before deployment.
  • On the UAT and defect management side, you will partner with clinical and business subject matter experts to develop UAT scenarios and test cases, guide UAT execution, manage defect triage, and drive sign-off activities. All test plans, test cases, traceability matrices, and test evidence will be created and maintained to meet audit, compliance, and project delivery standards using tools such as Azure DevOps, ALM, or Jira.
Qualifications

Required Technical Experience

11+ Years Required in Each of the Following Areas:

  • QA/Test Lead or QA/Test Manager roles, with demonstrated ownership of quality strategy and team leadership on complex IT programs
  • Hands-on data validation, data migration, and ETL testing in enterprise environments
  • Leading functional testing across EHR modules - clinical, scheduling, orders, medications, documentation, and billing - with end-to-end workflow validation across clinical and administrative roles
  • Validation testing for data migration and conversion from legacy EHR and ancillary systems, including patient, clinical, pharmacy, billing, and historical record validation for accuracy, completeness, and reconciliation
  • Ensuring SaaS configuration changes and vendor releases are fully tested prior to deployment
  • Coordinating testing of interfaces, inbound/outbound data feeds, and downstream reporting impacts
  • Creating and maintaining test plans, test cases, requirements traceability matrices, and test evidence packages
  • Coordinating testing activities across vendors and multidisciplinary project teams
  • Proficiency with test management platforms such as Azure DevOps, ALM, or Jira

Preferred Qualifications

  • 6+ years of direct experience with EHR implementations, specifically across clinical, pharmacy, and billing workflows
  • 6+ years of working knowledge of healthcare data standards including HL7, FHIR, CCD/A, ICD, and CPT
  • 6+ years of experience navigating HIPAA, privacy, security, and government healthcare compliance requirements
  • Prior experience supporting state or public-sector healthcare systems is a strong plus

  • Schedule: Monday-Friday, 8:00 AM - 5:00 PM CT, excluding Texas state holidays
  • Flexibility: Occasional evenings, weekends, or holidays may be required based on project milestones. Any hours beyond 40 per week require client pre-approval and will be compensated at the standard hourly rate.
