Description: ACT1 is seeking an experienced research librarian for short-term support to the Ted Stevens Center for Arctic Security Studies (TSC), the Department of War's newest regional center. ย This consultant/1099 position is fully remote, with a period of performance to conclude on 29 Sep 2026, although the potential exists for increased support requirements into Oct and Nov. ย This position supports the Research and Analysis Division within the TSC.

Responsibilities:

  • Researching and drafting an initial plan to develop a TSC library to support research and analysis, course development and strategic engagement.ย 
  • Producing a written report providing best options for initial development of the TSC library to include both virtual and hard copy material access and cataloging capability.
  • The report should address:
    1. Best options for long-term virtual library accessย 
    2. Best practices for cataloging, storing and providing access to hard copy materials within the constraints of the current configuration of the TSC's library space
    3. Proposed plan for cataloging on-line material on Arctic issues relevant to producing annotated bibliographies and other research reports and products in support of Arctic DOW practitioners, operators, and leaders.

Requirements:

  • An experienced librarian or archivist possessing a Master of Library and Information Science (MLIS) and a proven track record in establishing dual physical and virtual research repositories. - - Specialized expertise in cataloging, space optimization, and managing Integrated Library Systems (ILS) alongside Interlibrary Loan (ILL) networks.
  • Research experience in the Arctic domain, with the ability to easily navigate and synthesize complex scientific, academic, and government resources.
  • Highly efficient technical writer and communicator, capable of delivering a comprehensive, publication-grade strategic report and presenting it clearly to research leadership within tight operational timelines.
