POSITION PURPOSE

POSITION DESCRIPTION: The Senior Product Owner is a member of an agile delivery team and holds the primary responsibility for building, editing, and maintaining the team backlog consisting of user stories, defects and enablers. The Senior Product Owner must have strong communications and leadership skills in order to serve as liaison between business stakeholders and product delivery teams, influence business adoption of best practices, manage dependencies and drive fidelity to future state requirements throughout the implementation process. The person in this role must work well in cross-functional, matrixed teams as well as with external vendors. The Senior Product Owner champions agile practices within their team and coaches other team members to drive effectiveness. Accountable for complying with all laws and regulations associated with duties and responsibilities.

  • Necessary Contacts: To do this job effectively the incumbent has to be in contact with all levels of management including senior management, departmental management, team members, vendors, and consultants.
QUALIFICATIONS
Education
  • Bachelor's in Business, Management Information Systems, or any IT related degree required
  • Four years of related experience can be used in lieu of a Bachelor's degree.
Work Experience
  • 4 years of business analyst, systems analyst, project management or equivalent work experience
  • PREFERRED QUALIFICATIONS:
  • Healthcare industry experience
  • Demonstrated ability to implement complex, large scale solutions
  • Possesses advanced business process mapping skills
  • Ability to build and gain trust quickly
  • Experience working with enterprise level software
  • Experience working with Microsoft TFS or Azure DevOps
  • Experience with delimited flat files, XML, EDI X12, EDIFACT, JSON and/or other standard data exchange formats
  • Experience with implementing in-house custom solutions as well as COTS systems
  • Ability to understand and use basic SQL
  • Familiarity with communication protocols (FTP, ETL, web services)
  • Strong financial acumen
  • Understanding of health payer regulations such as HIPAA
  • SAFe, Scrum, Project management, business analysis (IIBA), or lean sigma certifications

    • Elicit, analyze, and document stakeholders' business needs and requirements
    • o Acts as a liaison for business stakeholders and end-users, determining whether all work meets their shared expectations
    • Elicit business requirements using interviews, document analysis, requirements workshops, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis.
    • Translate stakeholder requirements into product deliverables organized as epics, features and user stories
    • Creates clear, feasible, and testable user stories including acceptance criteria
    • Influence and lead negotiating activities in order to ensure the best business solution when several opposing viewpoints/alternatives exist.
    • Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.
    • Expected to attend and engage in all applicable team and program-level ceremonies. May lead the planning and execution of select ceremonies as assigned.
    • Set, prioritize and evaluate the work generated by an agile delivery team in order to ensure its product creates value for BCBSLA's stakeholders
    • o Provides vision and direction to the scrum team
    • o Plans and prioritizes user story backlog for a product
    • o Assess value, develop cases, and prioritize stories, epics and features to ensure work focuses on those with maximum value that are aligned with product strategy and business goals
    • o Provide backlog management, iteration planning, and elaboration of the user stories
    • Owns team backlog and responsible for building, editing, and managing it by engaging the product manager, agile teams, stakeholders, and IT partners to ensure content and priority alignment with program backlog.
    • Inspects and evaluates product progress through each iteration, and makes the judgment call on user story and feature completion
    • o Lead the planning of product release plans and set expectation for delivery of new functionalities
    • o Provide an active role in mitigating impediments impacting successful team completion of release/sprint goals
    • o Keep abreast with Agile/Scrum/SAFe best practices and new trends
    • o Assist QA in developing test scenarios and test plans to be used in testing the business applications in order to verify that client requirements are incorporated in to the system design.
    • o Champions and coaches team on agile practices like SAFe and Scrum
