Job description

A3 Consulting is seeking a seasoned Full Stack Application Developer to join a mission-critical team and play a key role in the full lifecycle management and modernization of critical defense-based systems. The role requires a hands-on builder responsible for turning mission requirements into a highly available, secure, and scalable custom application deployed across DoD Impact Level 5 (IL5), IL6, and JWICS environments. If you’d enjoy an opportunity to use your deep custom software development expertise to engineer vital API integrations and capabilities that directly protect the defense industrial base (DIB), this role is for you!
In this Job You Will:
  • Design, develop, and maintain custom web application workflows and case management capabilities to support DCSA's Foreign Ownership, Control, or Influence (FOCI) Risk Management, Continuous Vetting for Facilities (CV-F), and National Industrial Security Program (NISP) oversight.
  • Support the technical refactoring and functional migration of legacy capabilities to the new modernized platform.
  • Translate user stories into clean, efficient code within a Scaled Agile Framework (SAFe) software factory ecosystem (leveraging Jira, GitLab, and Confluence).
  • Participate in daily scrums, sprint planning, and system demonstrations.
  • Collaborate with UI/UX designers.
  • Ensure application architecture adheres strictly to Modular Open Systems Approach (MOSA) principles, prioritizing loosely-coupled, non-proprietary standards.
  • Develop, maintain, and consume REST and SOAP APIs to create secure, reliable interfaces with external DoD data sources, including the Defense Information System for Security (DISS) and Enterprise Mission Assurance Support Service (eMASS).
  • Engineer solutions that leverage AI/ML outputs to intelligently trigger automated alerting, case triage, and routing workflows.
  • Support the automated, secure transfer of data between classification enclaves using Government-approved bi-directional Cross-Domain Solutions (CDS).
  • Ensure all newly developed software code achieves a minimum of 80% automated test coverage and successful regression testing.
  • Write secure code using DevSecOps principles, ensuring code submitted to production is free of Critical or High vulnerabilities and complies with DISA STIGs and the DoD Zero Trust Strategy.
  • Support the Assessment amp; Authorization (A amp;A) process by resolving performance defects within Government-approved timelines (e.g. resolving Critical defects within 24 hours), ensuring the application maintains a Continuous ATO.
Qualifications:
  • Bachelor's degree in Computer Science, Information Systems, or a related field.
  • Certification (DoD 8570/8140): IAT Level II or better Certification Required (e.g., Security+ CE).
  • 3-5 years of hands-on full-stack software development experience (e.g., Java, Python, Angular, React), with a strong focus on custom enterprise application development and workflow integration.
  • Strong, demonstrated experience with API development and consumption (REST/SOAP) to connect disparate enterprise systems.
  • Demonstrated experience operating within a DevSecOps continuous integration environment using Agile best practices.
Desired Qualifications:
  • AWS Certified Developer – Associate or similar cloud development certification.
  • Familiarity with developing applications for deployment and sustainment across multiple security enclaves (e.g., NIPR, SIPR, JWICS).
  • Experience engineering solutions capable of processing continuous vetting and monitoring data feeds.
  • Familiarity with DoD security policies, the RMF/ATO process, and Section 508 accessibility compliance.
Clearance Level:
  • Must possess an active DoD Top Secret clearance with SCI eligibility.

  • Remote (DC Metro Area)
Salary Range:
  • The salary range of this position is $140,000 - $150,000 commensurate with experience and achievement.
