Description of the job functions the contractor will be expected to perform.

The Mississippi Department of Finance & Administration is seeking a third-level professional position accountable for performing complex assignments often requiring the development of new or improved applications, processes or techniques. Accountable for application design and creation, application security, validation, evaluation and implementation. Works on and solves complex problems where analysis requires in depth evaluation of various factors. Provides complex technical support in relevant fields of discipline. Mentors less experienced staff.

 

Thorough knowledge of .NET Framework 4.0.0, ASP.NET (VB.NET), .NET Core, Windows Server versions 2025, 2022, 2019, and 2016, IIS, Microsoft SQL required. IBM DB2, Red Hat Linux, and Drupal CMS knowledge will separate candidates. The person selected will be expected to upgrade multiple existing applications to the latest .NET CORE version as well as make several changes to the database and function of the application to enhance functionality.

Required Skills/Experience

Provide the minimum required skills and/or experience the contractor must possess to qualify for this position. These requirements will be transferred to the Score Sheet and candidates without these requirements reflected on their resume will

To be considered, all proposed consultants must meet the following mandatory requirements:

  • A four-year degree from an accredited school in Computer Science, Information Technology, or like field.
  • Seven (7) years or more of direct and specific experience creating applications in multiple programming languages
  • Five (5) years or more of direct database design and administration.
  • Five (5) years or more of experience with application and database security, privacy, and compliance decisions.
 

·Advanced knowledge of VB.NET, .NET Framework, .NET CORE programming

·Advanced knowledge of Structured Query Language (SQL), and SQL database

·Proficient with IIS configuration

·Proficient with Windows Server versions 2016 through 2025

·Advanced knowledge of C#

·Documentation and knowledge transfer experience.

·Excellent English-speaking skills, written communication skills, and knowledge transfer skills
