LTS is seeking an experienced Lead Functional Business Analyst to lead and guide a team of Business Analysts supporting a major AI modernization initiative within the Department of Veterans Affairs (VA) health portfolio. This role owns the business analysis practice, process, and quality standards for the program - spanning business process analysis, requirements strategy, stakeholder engagement, and modernization efforts tied to mission-critical healthcare systems supporting Veteran healthcare services nationwide.

This is not a traditional BA leadership role focused solely on managing deliverables. The Lead Functional Business Analyst must be equally comfortable reverse-engineering business rules directly from existing VistA/MUMPS Prosthetics functionality as they are coaching a team of analysts to do the same - and must bring human-centered design (HCD) discipline to the process, ensuring legacy behavior is not simply replicated but validated and improved against real Veteran, clinician, and VA staff needs. This individual will work closely with government stakeholders, product owners, architects, the Governance & Architecture layer, and the BA team itself to translate current-state system functionality into well-governed, user-validated requirements.

What You'll Do:

  • Lead, mentor, and guide a team of Business Analysts, setting the standard for how business rules are extracted and validated from existing VistA/MUMPS Prosthetics functionality.
  • Define, standardize, and continuously improve the BA methodology and playbook used across the program, ensuring consistency across both Prosthetics Delivery scrum teams.
  • Apply human-centered design principles - journey mapping, personas, contextual inquiry, usability testing, and co-design workshops - to validate current-state findings and shape future-state enhancements with real Veteran, clinician, and VA staff input, not just legacy system behavior.
  • Review and quality-check BRDs, functional specifications, user stories, process flows, and acceptance criteria produced by the BA team for consistency, clarity, and traceability to source functionality.
  • Serve as the senior BA point of contact with VA product owners, government stakeholders, and the program's Governance & Architecture layer on requirements strategy, prioritization, and scope decisions.
  • Facilitate design thinking workshops, journey mapping sessions, and usability testing with VA clinical and operational stakeholders across Prosthetics workflows - ordering, procurement, fitting, claims, and inventory.
  • Guide the balance between "as-is" legacy extraction and "to-be" modernization opportunities, ensuring enhancements are grounded in validated user needs and Section 508 accessibility requirements.
  • Partner with Scrum Masters and Product Owners across both delivery scrum teams to align backlog priorities with validated business and user requirements.
  • Coach and develop junior and mid-level Business Analysts through requirement reviews, structured feedback, and hands-on mentoring.
  • Ensure BA deliverables and processes align with VA's VIP (Veteran-focused Integration Process) framework artifacts - RACI, Technical Manual, deployment/rollback plans - and support CD1/CD2 decision gate readiness.
  • Identify risks, gaps, or ambiguities in requirements coverage and escalate to program governance with recommended resolutions.
  • Support change management, stakeholder communication, and training material development for modernized workflows.

What We're Looking For:

  • Bachelor's degree in Business Administration, Information Technology, Healthcare Administration, Human-Centered Design, or related discipline (Master's preferred).
  • 8+ years of experience as a Business Analyst, including demonstrated experience leading or mentoring other analysts, supporting enterprise IT or healthcare modernization programs.
  • Demonstrated functional understanding of VA VistA and the Prosthetics module - including ordering, procurement, fitting, claims, and inventory workflows - sufficient to extract and validate business rules directly from existing system behavior, and to teach that skill to others.
  • Practical experience applying human-centered design methods - user research, personas, journey mapping, usability testing, co-design/participatory workshops - to validate and shape system requirements.
  • Experience defining, standardizing, or maturing a Business Analysis practice, methodology, or playbook for a program or team.
  • Strong track record facilitating senior stakeholder discussions and translating complex legacy system behavior into clear technical and functional requirements.
  • Deep understanding of Agile methodologies at scale (multiple scrum teams) and requirements management processes.
  • Excellent written, verbal, and facilitation skills, with experience presenting to government leadership.
  • Experience using collaboration and project management tools such as Jira, Confluence, Azure DevOps, Microsoft Visio, or similar platforms.
