  • You will serve as a recognized authority/advisor and/or senior manager to the Commander/Executive Director/Director/Program Manager.s.
  • You will be an authority when making contractual decisions and procurement policies/procedures and recommendations
  • You will analyze, evaluate, and review proposed and on-going procurement and cost and pricing data for highly complex multi-year acquisition of major systems.
  • You will serve on a variety of high-level boards and committees including representation and/or liaison with Department of Defense (DOD), Department of Navy (DON), and Marine Corps (MC).
  • You will plan work to be accomplished by subordinates, set and adjust priorities, evaluate work performance of subordinates, give advice or instruct employees, and identify developmental and training needs.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You must be able to obtain and maintain a Contracting, Professional acquisition certification within 36 months in accordance with DoD instruction 5000.66.
  • You must be able to hold and maintain an unlimited contracting officer's warrant in accordance with FAR subpart 1.6.
  • You must complete Form DD2888, Critical Acquisition Position Service Agreement.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Expert or Mastery level knowledge of Federal Government, Department of Defense, Navy and agency-specific guidelines and business practices, including statues, regulations, polices, and procedures that cover the various contract types; Ability to plan, direct, and coordinate contractual and procurement policy actions involved in supporting sophisticated and technologically advanced systems acquisition programs; Ability to effectively communicate orally and in writing in order to conduct presentations and briefings at command levels; and Ability to effectively manage and supervise a staff of professional, technical and/or administrative employees.

Education

This is a Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS 14 grade Step 1 to the highest equivalent GS 15 grade step 10 in the broadband. However, this position is covered by a salary control points within the NH-04 broad band and the salary range is $143,913 to $197,200. If your current federal salary is above this amount, your salary may be matched, if applicable.
