Job description

Position Summary

Western Midstream is seeking a strategic and results-oriented Supply Chain Advisor to join our Supply Chain Management team in The Woodlands, Texas, supporting the sourcing, contracting, and supplier management activities for Engineering and Construction (E&C) services across the organization. Serving as a trusted business partner to Engineering, Operations, Project Management, and Construction teams, this role ensures effective procurement of services that support Western Midstream's operational and growth initiatives, while offering exposure to major capital projects, strategic supplier partnerships, and cross-functional collaboration within a dynamic and growing organization.

The successful candidate will possess a strong understanding of supplier evaluation and selection, category management, negotiations, supplier performance and cost management, and risk management.

Key Responsibilities

  • Lead the development and execution of strategic sourcing initiatives for Engineering and Construction services-including engineering consulting, construction management, field services, inspection, commissioning, and specialty contractors-aligning strategies with business objectives and project schedules to deliver measurable cost savings.
  • Manage the full procurement lifecycle, including RFx development, bid evaluations, negotiations, award recommendations, contract execution, and purchase order issuance.
  • Negotiate commercial terms, pricing structures, service agreements, and blanket orders to achieve optimal value and risk allocation, identifying and mitigating supply chain, commercial, and operational risks associated with Engineering and Construction services, in accordance with company policies and legal standards
  • Analyze supplier performance, market conditions, and industry trends to identify cost-saving and process improvement opportunities, monitoring performance metrics and leading continuous improvement initiatives.
  • Develop and maintain strong supplier relationships while ensuring compliance with company policies, safety standards, and contractual requirements, promoting and upholding Western Midstream's commitment to safety, ethical sourcing, and supplier diversity.
  • Support capital project execution by ensuring timely availability of contracted services and resources.
  • Maintain accurate procurement records and documentation in accordance with company procedures and audit requirements.
  • Participate in cross-functional initiatives to improve procurement processes, identifying and implementing process and technology improvements that enhance sourcing efficiency and visibility.

 

Required Qualifications

  • Bachelor's degree in Supply Chain Management, Business, Engineering, Economics, or a related field.
  • Minimum requirements (mandatory):
    • Minimum of 5 years of experience within the midstream oil and gas industry.
    • Minimum of 5 years of experience in strategic sourcing or procurement, preferably supporting Engineering and Construction services.
  • Demonstrated experience leading competitive sourcing events and complex contract negotiations.
  • Proven ability to build relationships and influence stakeholders through advanced communication, data-backed insights, and strategic planning to drive change.
  • Strong knowledge of Engineering, Construction, and field service contracting practices.
  • Proficiency in contract analysis, supplier performance management, and commercial risk mitigation.
  • Strong analytical, organizational, and problem-solving skills.
  • Proficiency with Microsoft Office applications and ERP/eProcurement systems (especially SAP).

 

Preferred Qualifications

  • Experience supporting capital projects within a midstream pipeline, gathering, processing, terminal, or infrastructure environment.
  • Professional certification such as CPSM, CPSD, CPM, SCMP, or equivalent.
  • Experience with SAP, OpenInvoice/Enverus, or similar procurement platforms.
  • Knowledge of industry standards, construction contracting models, and supplier diversity initiatives.

 

Travel Requirements:

  • Travel will be required 0-10%.

 

Work Schedule:

  • This position follows a hybrid schedule working in the office on Monday, Tuesday, Thursday and working remote Wednesday and Friday. Monday-Thursday are 9 hours and Fridays are 4 hours.
