Job Summary

The Safety Specialist will enable safe work execution during routine operations, turnarounds, and capital projects across an assigned area of the refinery.  Day-to-day focus will include personal involvement and coaching of regulatory standards, industry’s best practices, and company policies, with a proven ability to recognize unsafe conditions and mitigate risks to an acceptable level.  The individual must participate as a member of Emergency Response Team and maintain minimum qualifications as a fire brigade member. 

Minimum Qualifications
  • Bachelor’s degree in occupational safety/health or related field with five (5) years of job-related experience; Associate degree with eight (8) years of job-related experience; or High School Diploma with ten (10) years of job-related experience required.
  • Certified Safety Professional (CSP), Certified Occupational Safety Specialist (COSS), and/or Certified Health & Safety Technician (CHST) highly preferred
  • Experience in a refinery or petrochemical industry preferred.
  • Sound understanding of regulatory requirements as related to a PSM-regulated facility.
  • Effective oral and written communication skills.
  • Proficiency with various software applications including Microsoft office products.
  • Ability to wear additional personal protective equipment (respiratory protection, fall protection, chemical protective clothing, etc.)
  • Ability to work from elevated heights.
  • Ability to work extended hours including emergency call outs.
  • Hourly employees must be qualified as a temporary supervisor according to the Supervisor Development Process (OSDP, MSDP, or LSDP) and meet minimum qualifications listed above
Job Duties
  1. Pursuit of Safety Excellence: Implement plans to improve safety performance in assigned area. Responsible for performing area safety inspections/audits and initiating corrective action when necessary. Ensure effective safety meetings and follow-up. Participate in pre-job safety reviews to identify risks and recommend control measures. Involved in the planning and coordination of Turnarounds and Maintenance Outages as part of the T/A team. Recommend improvements to procedures through review and compliance assessments.  
  2. Process Safety / Process Hazard Analysis: Participate as a team member for basic and advanced Pre-Startup Safety Review (PSSR) meetings and for all MOC’s in area.  Responsible for closure of assigned action items that are identified because of corporate or other agency audits. Review and update Safety and Industrial Hygiene procedures to ensure consistency with regulatory and corporate standards.  Responsible for attending Process Hazard Analysis (PHA) meetings as needed.
  3. Incident Investigations: Participate as a Field Investigation Team (FIT) member for initial incident response and gather appropriate documentation.  Serve as an assigned team member for formal investigation teams, utilizing root cause analysis methodologies and recommend corrective actions as appropriate.
  4. Safe Work Permitting: Perform duties as outlined in the site’s safe work permitting procedures.  Recommend safety precautions including controls, work methods, PPE, and monitoring.  Act as subject matter expert for personnel who may have questions regarding work situations. Perform audits of permits and active field jobs on required frequency.
  5. Emergency Response and Preparedness: Attend quarterly and annual training as Emergency Response Team member.  Respond to 1, 2, and 3 alarm emergencies.
