Zantech is looking for a talented Integrated Master Schedule (IMS) and Earned Value Management (EVM) Analyst to contribute to the success of our upcoming Operations and Administrative Support Services project for a Hybrid role based out of Mobile, AL.

The Integrated Master Schedule (IMS) and Earned Value Management (EVM) Analyst provides on-site project management surveillance support to the OPC PRO Project Manager Representative (PMR) at the Austal USA Shipyard in Mobile, AL. This is a technically demanding position, requiring deep expertise in shipbuilding processes, EVMS surveillance, and scheduling methodologies. The analyst monitors the shipbuilder's management control systems, conducts detailed IMS analysis, and provides the Government with independent assessments of cost, schedule, and performance.

Responsibilities include, but will not be limited to:

  • Plan, organize, and conduct system surveillance activities to ensure the shipbuilder's management control system complies with EVMS guidelines, and provide timely indications of actual and/or potential problems.
  • Develop a process and timeline to review shipbuilder deliverables related to EVM and IMS; consolidate assessments and findings in a clear, cohesive, and concise manner.
  • Conduct detailed analysis of the shipbuilder's IMS and any mini-network or other shipbuilder-produced schedules for all OPCs under the USCG contract, including: compliance with OPC Production Contract/CLIN requirements; compliance with DCMA standards and ANSI-EIA 748 guidelines; identification of existing and potential problems impacting schedule or posing risk to cost, schedule, or performance; assessment of probability of shipbuilder meeting contract milestones; and determination of shipbuilder compliance with own processes.
  • Coordinate system analysis with program integrators; ensure changes to the contractor's system are properly documented and approved; analyze changes to the IMS and provide assessments to customers.
  • Perform Quality Assurance (QA) for and monitor the OPC event-based IMS developed by the Prime Contractor; maintain a copy of the shipbuilder-provided IMS for use as a planning and tracking tool.
  • Maintain the OPC physical progressing model using Microsoft Project, SharePoint, and Power BI; audit shipbuilder's reported physical progress as directed by the PMR.
  • Ensure the shipbuilder-provided IMS includes at minimum: Baseline Start/Finish, Actual Start/Finish, Duration, Percent Complete, Predecessors, Successors, and Critical Path.
  • Assist the OPC PRO Business Manager in validating shipbuilder EVM variance reports including CPRs, CFSRs, CCDRs, and IMS; reconcile reports against supporting data; use fact-finding and analytical methodologies to assess system health.
  • Assist in determining Performance Measurement Baseline (PMB) compliance and Estimate at Completion (EAC) analysis.
  • Each Government Fiscal Year, create and update the USCG OPC PRO program plan in coordination with PRO leadership, including WBS, work packages, task books, milestones, and time-phased costs; manage using Primavera or MS Project.
  • Track actual cost data and collect labor and non-labor commitments, obligations, and expenses; input data into the established EVMS weekly report; deliver Planned vs. Actual comparisons at program, funding document, cost account, work package, cost category, and labor levels.
  • Deliver monthly EVM reports including spend plan, funding burn rates, resource tracking, physical progress, and identification of financial and schedule risk areas using BCWS, BCWP, ACWP, CPI, SPI, and EAC parameters.
  • Identify and analyze schedule conflicts and delays; propose resolutions to maintain established program timelines and milestones.
  • Provide input to and evaluation of risk management efforts including risk planning, identification, analyses, and mitigation activities.
  • Develop and provide comprehensive reports and presentations to management detailing findings, problems, potential problems, and risks from detailed IMS analysis.
  • Evaluate data submittals, engineering change proposals, and Requests for Waiver/Deviation for production impact; conduct CDRL reviews and report results to the COR.
  • Generate contract correspondence (letters, reports) and submit for COR review.
  • Conduct production surveillance in shipbuilder's facilities and onboard OPCs under construction; verify variance analyses and ensure information provided depicts actual conditions.
  • Prepare narrative reports, trackers, lists, and spreadsheets in accordance with standard EVM Center policy; submit IMS analysis excerpts on a monthly basis.
  • Prepare scheduling materials (Gantt Charts, Tables, Milestone Charts) for project reviews; generate ad-hoc scheduling reports.
  • Proactively coordinate schedule inputs from stakeholders to accurately monitor the shipbuilder-provided IMS; attend all designated meetings and prepare EVM/IMS status presentations.
  • Moderate walking and movement through an active shipyard and OPCs under construction is required.

Required Experience or Knowledge of the following technologies/functions:

  • Minimum five (5) years of experience supporting project management and shipbuilding processes.
  • Comprehensive knowledge of shipbuilding processes.
  • Knowledge and skill in applying analytical and evaluative methods and techniques to organize, plan, conduct, evaluate, and administer EVMS surveillance programs.
  • Ability to produce EVM reports, briefs, and presentations using contractor-provided EVM data.
  • Proficiency in stand-alone and enterprise versions of MS Project and Primavera scheduling software.
  • Knowledge of economic, statistical, accounting, fact-finding, and financial analysis principles and techniques including random sampling, learning curves, and computerized cost models.
  • Familiarity with DCMA standards and ANSI-EIA 748 guidelines as applicable to Integrated Master Schedules and EVMS practices.
  • Comprehensive knowledge of auditing organizations (DCMA, DCAA), programs, and functions.
  • Proficiency in Microsoft Office suite including Word, PowerPoint, Power BI, and Excel.
  • Must be able to obtain and maintain a Secret-level security clearance.
  • Physical ability to perform moderate walking and movement through an active shipyard.

Required Education/Certifications:

  • Bachelor's degree in an engineering field or related technical/business field.
    • Substitution for degree: five (5) or more years of relevant experience in addition to the required minimum, or EVM certification (EVMP, EVMD, or EVMO).

Required Security Clearance:

  • US Citizenship and the ability to obtain and maintain an active Secret or higher clearance, per contract requirements.
