The Senior Employee Benefits Analyst serves as a lead analytical resource for public sector clients, responsible for delivering advanced financial analysis, strategic reporting, and data-driven insights across complex employee benefit programs. Building upon foundational analyst responsibilities, this role provides deeper evaluation of renewal and proposal data, identifies trends and risks, and develops actionable recommendations that support long-term benefits strategy and cost management.
Working under the direction of the Senior Manager, the Senior Analyst manages a portfolio of clients with complex benefit structures, including group medical, dental, vision, pharmacy, life, and disability programs. This individual plays a key role in leading renewal analyses, RFP processes, and carrier evaluations, while partnering closely with Senior Benefit Consultants, Client Services, and external vendors.

Your Impact:
Advanced Financial Analysis & Strategy
  • Lead complex renewal analyses across all lines of coverage, including non-marketed and negotiated plans.
  • Evaluate claims experience, utilization trends, and financial performance to identify risks, opportunities, and cost drivers.
  • Develop strategic, data-driven recommendations that support long-term benefits planning and funding strategies.

RFP Development & Carrier Evaluation
  • Lead the development and execution of Request for Proposal (RFP) processes for assigned clients.
  • Analyze and compare carrier proposals, identifying competitive positioning and financial impact.
  • Support and actively participate in carrier negotiations in partnership with the Benefits Consultant.

Client Reporting & Presentation
  • Develop and deliver advanced financial and management reporting (scheduled and ad hoc).
  • Present renewal analyses, performance results, and recommendations to client staff, committees, and leadership groups.
  • Translate complex financial and healthcare data into clear, concise, and client-focused insights.

Client Advisory & Strategic Support
  • Partner with the Benefits Consultants in the strategic planning and design of client benefit programs.
  • Act as a key analytical resource for assigned clients, supporting ongoing decision-making and plan optimization.
  • Contribute to the evaluation and recommendation of new services, vendors, or program enhancements.

Compliance & Technical Expertise
  • Review and interpret compliance requirements including 112.08 filings, OPEB reporting, and imputed income analysis.
  • Ensure analyses incorporate applicable regulatory and legislative considerations (e.g., ACA, COBRA, healthcare reform).
  • Support due diligence, compliance reviews, and regulatory reporting requirements.

Deliverable Management
  • Create financial reports for all funding arrangements, including fully insured and self-funded plans.

Mentorship & Quality Oversight
  • Provide guidance and mentorship to Analysts on financial modeling, reporting standards, and analytical techniques.
  • Review work for accuracy, consistency, and quality prior to client delivery.
  • Support onboarding and training of new analytical team members.

Cross-Functional Collaboration
  • Collaborate with Client Services, Consultants, carriers, and vendors to ensure aligned execution and client outcomes.
  • Support issue resolution related to data, reporting, and financial analysis.
  • Contribute to process improvements, standardization efforts, and analytical best practices.

Successful Candidates Will Have:
  • Bachelor's degree in Finance, Accounting, Mathematics, Economics, Business Administration, Public Health, or a related field.
  • 5+ years of experience in employee benefits, analytics, brokerage, or consulting.
  • Advanced experience with:

    • Claims and utilization reporting
    • RFP development and carrier evaluations
  • Strong knowledge of:

    • Employee benefits regulations (ACA, COBRA, etc.)
  • Public sector experience preferred
  • Active State issued 2-15 License

Success Factors / KSAs (Senior Level)
