Business Analyst – Public Health Program & Performance experience (Ref: 5783)
Location: Remote 
Duration: 12 month
Rate: DOE
Services will fluctuate in hours from 1/2 time to 3/4 time each week based on deliverables. Must be able to work Eastern time zone.

Position Overview:
Estrada Consulting, Inc. is seeking an experienced Business Analyst (BA) to support the design and implementation of a Public Health Dashboard and Scorecard System. The Business Analyst will serve as the primary functional liaison between Public Health program stakeholders and the technical delivery team, helping translate program objectives, reporting requirements, performance measures, and business processes into clear functional and data requirements.

The ideal candidate will have experience working with Public Health, Health and Human Services (HHS), healthcare, or government health programs, including experience defining program outcomes, key performance indicators (KPIs), performance measures, reporting requirements, and data-driven business requirements.

Key Responsibilities:
  • Facilitate requirements-gathering sessions and workshops with Public Health program managers, subject matter experts, leadership, and technical stakeholders.
  • Analyze Public Health program objectives, workflows, reporting requirements, data sources, and performance-monitoring needs.
  • Assist stakeholders in identifying and documenting appropriate program assessment and outcome methodologies, including approaches such as Logic Models, LogFrames, Theory of Change, or comparable performance-management frameworks.
  • Work with program stakeholders to define and document client-level, program-level, and service-level performance indicators and KPIs.
  • Assist in defining measures across categories including:
    • Program outputs and service volumes
    • Client and program outcomes
    • Efficiency and timeliness
    • Quality and compliance
    • Equity, access, and demographic disparities
  • Develop and maintain business requirements, functional requirements, user stories, acceptance criteria, process flows, data requirements, requirements traceability matrices, and related project documentation.
  • Work closely with the Data Architect and data engineering resources to identify and document source systems, data elements, business rules, data mappings, data quality requirements, and integration requirements.
  • Support requirements involving data from case management systems, Electronic Health Records (EHRs), spreadsheets, databases, and data warehouses.
  • Collaborate with the Power BI/BI Lead to translate program requirements and performance measures into dashboard, scorecard, visualization, drill-down, alert, filtering, and reporting requirements.
  • Define requirements for Public Health visualizations involving demographics, service utilization, risk factors, outcomes, geographic comparisons, access, quality, and health disparities.
  • Assist stakeholders in establishing performance targets and thresholds used for automated alerts and scorecard reporting.
  • Document state, federal, and local reporting requirements and ensure dashboard/reporting requirements support applicable Public Health reporting needs.
  • Participate in solution reviews, dashboard demonstrations, prototype reviews, and iterative requirements-validation sessions.
  • Coordinate and support User Acceptance Testing (UAT), including development of test scenarios, acceptance criteria, requirements traceability, defect documentation, and stakeholder validation.
  • Assist with development of user documentation, training materials, recorded training content, and knowledge-transfer activities.
  • Work with the Project Manager, Data Architect, BI/Power BI Lead, and County stakeholders throughout design, development, testing, implementation, and transition.
  • Maintain awareness of privacy and security requirements associated with health and human services data, including HIPAA and protection of sensitive or protected health information.

Required Qualifications:
  • Bachelor's degree in Business Administration, Information Systems, Public Health, Health Administration, Computer Science, or a related field, or equivalent professional experience.
  • Minimum 5 years of Business Analyst, Business Systems Analyst, Program Analyst, or similar experience supporting technology, data, reporting, analytics, or business-process improvement projects.
  • Demonstrated experience eliciting, analyzing, documenting, and validating business and functional requirements.
  • Experience developing requirements documentation, user stories, acceptance criteria, process flows, data requirements, and requirements traceability.
  • Experience facilitating requirements workshops and working directly with business stakeholders, subject matter experts, technical teams, and management.
  • Experience defining KPIs, performance measures, reporting requirements, dashboards, scorecards, or other data analytics requirements.
  • Experience supporting data integration and reporting initiatives involving multiple source systems.
  • Experience supporting UAT, requirements validation, and stakeholder acceptance.
  • Strong written and verbal communication, facilitation, analytical, and documentation skills.

Desired and Highly Preferred Qualifications:
  • Experience supporting Public Health, Health and Human Services (HHS), healthcare, Medicaid, behavioral health, clinical services, community health, or other health-related government programs.
  • Experience working with state, county, local, or federal government agencies.
  • Experience developing or defining Public Health performance measures, program outcomes, KPIs, dashboards, or scorecards.
  • Knowledge of program evaluation or performance-assessment methodologies such as Logic Models, Theory of Change, LogFrames, or similar outcome-measurement frameworks.
  • Experience working with Public Health or healthcare data involving demographics, health equity, access to services, service utilization, quality, outcomes, and disparities.
  • Experience working with Electronic Health Records (EHRs), case management systems, health program databases, or comparable HHS data sources.
  • Familiarity with Power BI and the Microsoft data/analytics ecosystem.
  • Knowledge of HIPAA, PHI, health-data privacy, and security requirements.
  • Experience supporting reporting to state or federal health agencies.
  • Experience developing training materials and conducting or supporting end-user training.

Desired Candidate Profile:
The strongest candidate will combine traditional Business Analysis skills with an understanding of Public Health program performance and outcome measurement. The individual should be comfortable working directly with program managers and subject matter experts to determine not simply what information should appear on a dashboard, but what should be measured, why it should be measured, how the measure should be calculated, where the underlying data originates, and how the resulting information will support program and leadership decision-making.
