Job description

Position Description Summary:       

The Database Administrator will provide technical administration, maintenance, security, performance tuning, and operational support for Oracle databases supporting the DLA Financial Website and related financial applications. The position will manage database environments across Red Hat Enterprise Linux and Windows platforms, support audit readiness and reconciliation requirements, and ensure database availability, integrity, security, and performance throughout the full system development life cycle.


Responsibilities:        

•         Administer, maintain, monitor, and support mission-critical Oracle databases

•         Develop, test, and implement physical databases across multiple platforms and computing environments

•         Perform Oracle database analysis, troubleshooting, maintenance, and performance tuning

•         Create and maintain PL/SQL code, stored procedures, triggers, scripts, and database objects

•         Support data extraction, transformation, and loading using PL/SQL, SQL Loader, and related tools

•         Manage database backups, recovery procedures, and continuity operations

•         Apply Oracle Critical Patch Updates, security patches, and major software upgrades

•         Monitor database health, availability, capacity, security, and performance

•         Maintain Oracle security controls, user access, data integrity, and configuration standards

•         Support financial data reporting, audit readiness, reconciliation, and data quality activities

•         Develop and maintain logical and physical data models using tools such as Erwin

•         Support data marts, dimensional models, aggregation, partitioning, and indexing strategies

•         Perform database object creation, code migration, change management, and production implementation

•         Provide technical guidance regarding database architecture, design, and application integration

•         Diagnose and resolve database issues in coordination with Oracle support, developers, and Government stakeholders

•         Develop and submit database performance and tuning evaluation reports when requested

•         Maintain technical documentation for database configurations, procedures, scripts, and recovery processes

•         Support Oracle Enterprise Manager, ArcSight, Splunk, and other monitoring and logging tools

•         Assist with application and database migration to military and Government Azure environments

•         Serve as a technical resource to developers, system administrators, and project personnel

•         Maintain current Oracle training and certifications as new technology versions are released


Skills & Experience:  

•         Minimum of five years of relevant database administration experience

•         At least five years of Federal Government Financial Website experience

•         At least five years of Federal Government audit readiness and reconciliation experience

•         Strong knowledge of Oracle relational database management systems

•         Proficiency with SQL, PL/SQL, stored procedures, triggers, SQL Loader, and database scripting

•         Experience administering Oracle databases in Red Hat Enterprise Linux (RHEL) and Windows environments

•         Experience with Oracle Enterprise Manager and database monitoring tools

•         Knowledge of database performance analysis, tuning, indexing, partitioning, and optimization

•         Experience with database backup, recovery, hot backups, and cold backups

•         Experience performing Oracle software upgrades and applying Critical Patch Updates

•         Knowledge of Oracle security management, data integrity, and physical database design

•         Experience with data warehousing, data marts, dimensional models, and large-scale application data models

•         Experience with logical and physical data modeling tools such as Erwin

•         Full project life cycle experience involving database change management, code migration, and data management

•         Working knowledge and experience with Java, Python, WebLogic scripting, Linux shell scripting, C#, HTML, JavaScript, and Visual Basic

•         Working knowledge and experience with PL/SQL, SQL Loader, and all aspects of data ETL into Oracle database on RHEL and Windows systems

•         Experience with Red Hat Enterprise Linux shell scripting, including Bourne or Korn shell

•         Working knowledge of ArcSight and Splunk

•         Experience managing multiple concurrent projects and technical priorities

•         Strong analytical, troubleshooting, documentation, and communication skills

•         Experience with Git or another source control platform preferred


Education:      

•         A bachelor’s degree in computer science, information technology, information systems, engineering, or a related technical field is preferred.

•         Relevant certification from a nationally recognized technical authority

•         8570/8140: DoD Approved 8570 Baseline Certification: Category IAT Level I

•         Possess Oracle Certified Professional (OCP) certification

•         Possess appropriate Computing Certification as outlined by the Cybersecurity Computing Environment Certification Working Group

The candidate must possess, at the time of proposal submission, a current Moderate Risk, Confidential, Non-Critical Sensitive Tier 3 investigation, formerly identified as NACLC, ANACI, or IT-II.
