Job Title: Systems Analyst 3 (CAPPS Technical Oversight Analyst)
Category: Applications / Software Development
Location: Austin, TX (Remote with potential onsite as required)
Duration: Up to 1,920 hours
Contract Term: Initial term with up to two (2) optional one-year renewals (through FY2029)


Position Overview

We are seeking a highly experienced Systems Analyst 3 (CAPPS Technical Oversight Analyst) to support a statewide enterprise financial system program. This role involves providing advanced technical oversight, consultative services, and system support for a large-scale ERP environment that includes HR/Payroll, Financials, and ancillary systems.

The ideal candidate will possess deep expertise in enterprise systems, strong technical and functional analysis capabilities, and experience supporting complex, multi-agency environments.


Key Responsibilities
  • Provide advanced technical consulting and oversight for enterprise financial systems and related applications.
  • Ensure requirements, development, and testing activities align with established system development lifecycle (SDLC) standards, procedures, and coding guidelines.
  • Review and validate functional and technical designs, identifying risks, gaps, and dependencies.
  • Analyze business processes and system workflows to ensure alignment with ERP solutions.
  • Develop and execute test scenarios and validation strategies.
  • Review and validate code compliance and support migration readiness activities.
  • Support and maintain an ITIL-compliant service desk application, including configuration, troubleshooting, and system monitoring.
  • Provide Level 2 service desk support, including advanced troubleshooting and issue resolution.
  • Perform root cause analysis and support incident management, including participation in major incident response processes.
  • Ensure all digital systems and content meet accessibility standards (WCAG 2.1).
  • Support data integration, reporting, and API connectivity across systems.
  • Participate in disaster recovery, system upgrades, and testing activities.
  • Develop and maintain technical documentation and knowledge repositories.
  • Collaborate with vendors and internal teams to ensure alignment with contractual and technical requirements.
  • Conduct presentations and provide updates to stakeholder groups and user communities.
  • Participate in audits and ensure compliance with security, availability, and data integrity standards.
  • Support governance processes, including compliance reviews and baseline validations.

Required Qualifications
  • 10+ years of experience supporting Texas state government or public sector environments.
  • 10+ years of experience in technical support of enterprise application systems.
  • Extensive experience in:
    • Strategic planning and roadmap development
    • Technical project management
    • Executive-level presentations and stakeholder communication
    • Interpreting contracts and enforcing vendor accountability
  • Strong knowledge of:
    • Data integration, data quality, and SDLC methodologies
  • Hands-on technical expertise with:
    • PeopleSoft FSCM or HCM 9.2
    • PeopleTools, PeopleCode, Application Designer
    • SQL, PS Query, SQR, Application Engine
    • Oracle 11 or higher
  • Experience supporting large-scale production environments across multiple agencies.
  • 8+ years of experience with IT service desk operations and ITIL framework.
  • 3+ years of experience supporting ITIL-compliant service desk tools (e.g., BOSSDesk or similar).

Preferred Qualifications
  • Experience with enterprise software and hardware management best practices.
  • Prior experience supporting statewide financial systems.
  • Experience developing technical specifications for IT procurements.
