Job description

Introduction
The Department of Health Services (DHS), Division of Medicaid Services (DMS) is recruiting to fill multiple Income Eligibility Quality Control Auditor positions at the Milwaukee Enrollment Services (MilES) . MilES serves residents of Milwaukee County to determine eligibility for Medicaid, BadgerCare Plus, FoodShare, and other income maintenance assistance programs. This recruitment may be used to fill future permanent and project positions.

This position will report to the office at 6055 N. 64 th Street, Milwaukee on a scheduled rotation. Currently the schedule is a 4-week rotation: 1 week in the office and 3 weeks working remotely. This schedule may vary based on operational needs.
Position Summary
As an Income Eligibility Quality Control Auditor, you will provide direct support to approximately 400 eligibility workers at MilES. You will also conduct Income Maintenance Quality Assurance reviews, case corrections and problem resolution for the over 200,000 Milwaukee County Income Maintenance cases.
You will advise local staff, W-2 agency staff, and supervisors regarding IM program eligibility policy and systems initiatives. The goal of this support is to prevent incorrect eligibility decisions and benefit issuance, to ensure Wisconsin residents receive the benefits and services available to them in an equitable and timely manner, to contribute to the State and local agencies' error reduction efforts, and to prevent system misuse and fraudulent activities.
These positions use eligibility determination systems, including the Client Assistance for Re-Employment and Economic Support (CARES) system and CARES Worker Web (CWW). Supporting clients and MilES through regular call center/phone work is also required.
Salary Information
Pay for this position is between $32.05 and $38.41 per hour (approximately between $66,600 and $79,800 per year) depending on qualifications, plus excellent benefits. A 12-month probationary period is required.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. These positions are classified as Human Services Program Coordinator-Senior and the pay schedule/range is 07/03.
Job Details
All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.
Qualifications
Minimally qualified applicants will have all of the following:
  • Experience performing income maintenance program eligibility determination including the use of CARES/CWW.
  • Experience with program analysis and evaluation (e.g., preparing reports related to research or data analysis, making recommendations for program improvements, etc.).
  • Experience serving as the job expert in a team setting (e.g., providing technical assistance to others, problem resolution, serving on work groups, etc.).
  • Experience auditing case reviews (e.g., reviewing determinations made by others, ensuring compliance with policy, etc.).
Well-qualified candidates will also have one or more of the following:
  • Experience working on policy development (e.g., researching existing policies, making recommendations for changes, drafting policy updates, etc.).
  • Experience providing formal training to others.
