Job Summary
The Program Manager is responsible for planning, coordinating, and managing complex program and project activities supporting a federal agency. The Program Manager oversees contract performance, resource allocation, project execution, quality assurance, budgeting, and client communication to ensure successful delivery of program objectives in accordance with federal requirements.

Duties/Responsibilities
  • Manage the overall execution of assigned federal programs, projects, and task orders.

  • Develop project schedules, work plans, staffing plans, budgets, and resource allocations.

  • Coordinate multidisciplinary teams supporting natural resource management, policy development, business process improvement, and organizational modernization initiatives.

  • Monitor project performance to ensure compliance with contract requirements, schedules, quality standards, and budgets.

  • Prepare and review project deliverables, reports, presentations, technical documentation, and status updates.

  • Identify project risks and develop mitigation strategies to maintain successful project execution.

  • Lead project planning meetings, customer briefings, workshops, and stakeholder engagement sessions.

  • Ensure deliverables meet federal quality assurance standards and customer expectations.

  • Support policy implementation, organizational improvement initiatives, and business process analysis.

  • Coordinate activities across multiple federal agency offices, regions, stations, districts, and partner organizations.

  • Support business process modeling, systems analysis, workflow improvements, and organizational change initiatives.

  • Ensure compliance with applicable federal regulations, USDA policies, information security requirements, and Section 508 accessibility standards.

  • Support continuous improvement initiatives through lessons learned, performance assessments, and process optimization.

Education and Experience
  • Required: Master's degree in business, management, information systems or related and at least four (4) years of professional experience OR
  • Required: Bachelor's degree in business, management, information systems or related and at least eight (8) years of professional experience
  • Preferred: Experience supporting projects for the U.S. Forest Service, National Forest System (NFS), or other federal land management agencies

Physical Requirements
  • Prolonged periods of sitting at a desk and working on a computer
