About the Connecticut Airport Authority:
The CAA owns and operates Bradley International Airport as well as 5 General Aviation Airports throughout the State of Connecticut and employs approximately 170 people. The CAA generates over $70 million in annual operating revenues and directs an annual operating expense budget in excess of $65 million. CAA Administrative offices are located at Bradley International Airport in Windsor Locks, CT.
SUMMARY: As a member of the Connecticut Airport Authority (CAA) Engineering Management Team, this position is responsible for the planning, administration, and management of all phases of assigned capital design and construction projects, ensuring compliance with all applicable State, Federal, FAA, TSA, and local regulatory requirements. The position oversees the delivery of complex vertical construction projects, including airport terminals, support facilities, public buildings, airfield projects, and other critical infrastructure, from project initiation through design, procurement, construction, commissioning, and closeout. The work performed includes managing professional architects, engineers and general contractors. Work is performed under the general supervision of the Senior Manager of Engineering or another higher-level manager. This position requires ability to act in an independent manner with minimal supervision.
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to the following:
  • Manages work of both external and internal resources, architects, consultants, engineers, contractors and inspection personnel for assigned projects.
  • Reviews construction plans, drawings, specifications and change orders for completeness, accuracy and consistency with contract documents, and agency or statutory requirements.
  • Maintains accurate records and all required reports on assigned projects.
  • Manages assigned projects from inception through design and construction up to and including; project budget, quality, schedule and project closeout
  • Conducts project planning conferences with all required parties to determine project scope and services required.
  • Establishes resource requirements, recommends funding needs and monitors project budgets, ensuring costs remain within budget.
  • Reviews and provides comments and recommendations on contract documents, including preparation of documents required for advertising.
  • Manages contract execution, negotiates fees, terms and conditions.
  • Ensures timely use of all resources, conducts meetings, coordinates with State, local and federal agencies regarding project content, schedule and costs.
  • Responsible for preparing reports, ensures compliance with codes, permits, etc., ensures timely resolution to construction problems.
  • Monitors shop drawing processing, reviews change orders for approval
  • During construction, performs inspections as required for conformance to approved plans and specifications and conducts post-construction inspections of punch list items.
  • Manages project and other tasks as assigned by Senior Manager of Engineering Services or Director.
  • Performs other related duties as assigned.

SUPERVISORY RESPONSIBILITIES: Manages and provides direction to professional architects, engineers and general contractors as assigned.
QUALIFICATIONS: To perform this job satisfactorily, an individual must be able to perform each essential duty satisfactorily and independently. The requirements listed below are representative, but not necessarily all-inclusive, of the knowledge, skill, and/or ability required to successfully perform the duties of this job.
  • Considerable knowledge of State Standards and Federal Regulations for construction;
  • Considerable knowledge of project management, principles, practices and methods of architectural and civil engineering, building and roadway design and construction;
  • Considerable knowledge of contractual documentation, principles, practices and methods of large-scale projects, design and construction;
  • Considerable knowledge of state building and design codes and national standards, statutes regulations and laws governing construction projects, contract documentation;
  • Ability to prepare a variety of oral and written reports and to comprehend complex construction drawings and specifications;
  • Considerable interpersonal skills and the ability to interact and deal effectively with others;
  • Ability to utilize various software applications to include Microsoft Windows, Office and Access.

An individual serving in this position must be able to successfully undergo a thorough background and security screening, including pre-employment drug testing, being fingerprinted, and to maintain required security clearance during the duration of employment.
EDUCATION/EXPERIENCE:
  • Eight (8) years of experience in the design and construction involving any combination of the following: architectural or engineering design or review; construction supervision, project estimation or project management, at least one (1) year of the General Experience must have been in a managerial/supervisory capacity including performing the most complex duties in the area of engineering or coordinating all phases of design and/or construction.
  • Bachelor of Science degree in Architecture, Engineering or Construction Management

NOTE: College training in architecture, engineering or construction management may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a bachelor's degree.
A Master's degree in architecture, engineering or construction management may be substituted for one (1) additional year of the general experience.
SPECIAL REQUIREMENTS:
  1. Incumbents in this position may be required to possess a Professional Architect or Engineer License, Associate Constructor or Professional Constructor certification (AC- American Institute of Constructors) or certificate as an Engineer in Training (EIT- National Council of Examiners for Engineering and Surveying).
