This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for: Expertly applying systems acquisition processes and MDA acquisition policies, procedures, and practices to develop strategies to deliver Warfighter capability while considering cost, schedule, risk, and performance.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
As a Program Analyst at the NH-0343-4 broadband level, some of your typical work assignments may include:
  • Expertly applies systems acquisition processes and MDA acquisition policies, procedures, and practices to develop strategies to deliver Warfighter capability while considering cost, schedule, risk, and performance.
  • Utilizes knowledge of program analysis and evaluation to conduct broad analyses of acquisition programs and recommends solutions and/or alternatives to complex problems.
  • Serves as a subject matter expert and leads product teams or working groups to examine and analyze complex program and Missile Defense System (MDS) issues and provides senior leadership with options for resolving and minimizing programmatic impacts.
  • Applies cross-functional knowledge and teamwork to solve a variety of complex and sensitive problems.
  • Oversees integration and synchronization of the MDS Program across the FYDP to ensure delivery, planning, development, and execution is fully integrated. Implements, directs, and proposes alternative approaches, methodologies, and courses of action where needed.
  • Prepares, reviews, and documents program acquisition documents for internal and external communications to include Agency leadership, other government Agencies, and prime contractors.

  • This is an acquisition position coded Advanced in Program Management. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 48 months of entry into position.
  • Incumbent must acquire 80 Continuous Learning Points every 24 months.

Qualifications
You may qualify at the NH04 Broadband Level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below and must meet 2 of the 3 specialized experience listed below to be qualified:
  • Experience conducting services for product acquisition, to include acquisition strategies, planning, execution, with knowledge of source selection life cycle activities for competitive efforts, along with Program Management and Integration (PM&I) principles and best practices.
  • Experience communicating information to senior leaders orally, in writing, and with presentation material.
  • Experience leading teams and coordinate cross-functional and cross organization program support.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
