Job description

Kadiak, LLC, a Koniag Government Services company, is seeking a PMO Management Analyst to support Kadiak and our government customer. The position is remote.

Theย PMO Management Analystย will deliver broad-based program management, data governance, records management, and enterprise operations support across multiple functional areas. This individual will serve in key designated roles, including supporting enterprise records coordination, geospatial data governance, executive program operations, and special initiative support. The successful candidate will demonstrate strong analytical capabilities, exceptional organizational skills, and the ability to manage complex, cross-functional workstreams with minimal supervision in a fast-paced federal environment.

Principal responsibilities will include, but are not limited to:

Records Management & SharePoint Modernization:

  • Serve in officially designated roles asย Contractor Records Coordinator (CRC)ย andย Alternate Essential Records Liaison (AERL), supporting an Essential Records Program in alignment with Federal NARA policy, continuity directives, and COOP requirements.
  • Lead and supportย enterprise-wide SharePoint environment modernizationย efforts, transforming legacy systems into fully compliant, records-driven digital ecosystems across multiple organizations.
  • Conductย end-to-end data inventories, metadata analysis, and system mappingย to support phased migration strategies aligned with NARA and agency records schedules.
  • Developย migration frameworks, governance structures, and operational workflowsย that standardize data handling and records management practices across organizational units.
  • Design and implementย SharePoint site architectures, including permissions models, content hierarchies, and lifecycle management controls.
  • Coordinate with theย Departmental Records Officer to validate PERM entries and ensure essential records accuracy.
  • Implementย enterprise retention, disposition, and lifecycle controlsย aligned with NARA schedules and DOE directives.
  • Create and maintainย destruction/disposal filesย using PRO-sign certificates to ensure compliant removal of outdated records.
  • Developย compliance dashboards and reporting mechanismsย to track migration status, risk posture, and audit readiness.
  • Produceย executive-level reportingย on migration progress, risk posture, and compliance readiness for leadership.
  • Leadย stakeholder engagementย across federal and contractor teams to ensure alignment on data retention, access controls, and compliance requirements.
  • Deliverย advanced migration trainingย for site owners and staff on data discovery, permissions, and post-migration processes.
  • Manageย post-migration support operations, resolving data conflicts, access issues, and system discrepancies in real time.

Data Governance & Program Operations:

  • Support enterprise-wideย geospatial governance and data managementย activities under the Geospatial Data Act (GDA), serving as contractor point of contact for the Geospatial Science Program Management Office (GS-PMO).
  • Facilitate and coordinate the development, implementation, and review ofย policies, practices, and standardsย relating to the Geospatial Data Act of 2018.
  • Supportย biannual Inspector General (IG) auditsย by assembling PMO artifacts, preparing compliance documentation, and participating in entrance/exit interviews.
  • Develop high-impactย program artifactsย including charters, frameworks, roadmaps, communications plans, staffing plans, SOPs, and RACI charts.
  • Facilitateย monthly Executive PMO Core meetings, GDA working groups, Geospatial User Groups, and Town Halls, driving alignment across program offices.
  • Conductย cross-agency geospatial data calls, metadata reviews, and platform assessmentsย to evaluate compliance with VAULT and FAIR data principles.
  • Analyzeย data quality, accessibility, and interoperabilityย across geospatial platforms, identifying gaps and recommending corrective actions.

Event Program Support:

  • Coordinateย conference booth operations, including staffing schedules, rotations, content development, and engagement strategies aligned with strategic messaging.
  • Manageย pre-event logistics, including dry runs, equipment procurement, booth assembly/disassembly, and technical setup.
  • Supportย plenary operations, speaker transitions, and technical demonstrationsย to ensure smooth program flow.
  • Participate inย post-conference hotwash sessionsย to evaluate performance, identify gaps, and refine future conference strategy.
  • Serve asย primary point of contactย for attendee engagement, introducing visitors to DOE innovation initiatives and program capabilities.

Enterprise Program & Executive Support:

  • Serve asย Content Administrator, maintaining site accuracy, updating content, and ensuring timely publication of program materials.
  • Produceย weekly executive summaries, leadership reports, and status updatesย capturing accomplishments, risks, and milestones for senior leadership.
  • Supportย Governance Boardsย with analysis, materials preparation, and technical coordination.
  • Developย briefing materials, decision memos, and leadership decksย for reviews.
  • Conductย research, data analysis, and program evaluationsย to support enterprise decision-making.
  • Manageย special assignmentsย requiring cross-functional coordination, analytical rigor, and strategic planning.
  • Support enterprise-wideย compliance and special initiatives, including processing and validating federal program data using platforms such as ServiceNow and eDARS.
  • Developย intake workflows, automated routing, and leadership dashboardsย to reduce manual processing time and improve data accuracy.

Experience Required:

  • Minimum ofย five (5) years of progressively responsible experienceย in program management, data governance, records management, or a closely related field within a federal or large enterprise environment.
  • Demonstrated experience supportingย federal records management programs, including NARA compliance, records schedules, and essential records coordination.
  • Experience developing and maintainingย program management artifactsย such as charters, SOPs, roadmaps, and RACI charts.
  • Experience supportingย senior-level executives and governance bodiesย in a federal government setting.

Required Skills and Competencies:

  • Exceptionalย written and oral communication skillsย in English, with the ability to produce polished executive-level documentation and engage effectively with senior government officials, technical teams, and external stakeholders.
  • Strongย program management and analytical skills, with demonstrated ability to manage multiple complex workstreams simultaneously.
  • Proficiency inย Microsoft SharePoint, including site architecture design, permissions management, content hierarchy development, and lifecycle controls.
  • Knowledge ofย federal records management frameworks, including NARA regulations, federal records schedules, COOP requirements, and essential records programs.
  • Experience conductingย data inventories, metadata analysis, and system mappingย in support of enterprise migration or modernization efforts.
  • Ability to develop and manageย compliance dashboards, reporting mechanisms, and tracking toolsย to monitor program status and audit readiness.
  • Demonstrated experience facilitatingย working groups, governance meetings, and stakeholder engagement sessionsย across federal and contractor teams.
