Description & Requirements
The Sr. Consultant-Project Control Manager is a key member of the Program Management Office (PMO) and serves as the primary owner of the Master Project Schedule for a child support modernization project. This role is responsible for project controls governance, including schedule management, resource planning, forecasting, risk management, issue management, scope control, change control, and executive reporting.
Working closely with the Project Manager and members of the project team, the Project Control Manager ensures project plans, dependencies, milestones, and deliverables are integrated into a comprehensive Master Project Schedule and aligned with approved project objectives.
The Project Control Manager provides leadership in developing project control processes, schedule governance, performance measurement, and forecasting to support on-time, successful project delivery.
Essential Duties and Responsibilities:
- Collaborate with project managers on various initiatives and projects to track progress and provide support as necessary.
- Support leadership in ensuring that the project is delivered to specifications, is on time, and within budget.
- Work closely with management and work groups to create and maintain work plan documents.
- Track the status and due dates of projects.
- Manage relationships with project staff responsible for projects.
- Produce regular weekly and monthly status reports that could include; work plan status, target dates, budget, resource capacity, and other reports as needed.
- Facilitate regular meetings and reviews.
- Adhere to contract requirements and comply with all corporate policies and procedures.
JOB SPECIFIC DUTIES
Integrated Planning and Scheduling
• - Own, maintain, and govern the Integrated Master Schedule (IMS) across all project workstreams, vendors, and stakeholders.
• - Develop and maintain Work Breakdown Structures (WBS) aligned with approved scope and deliverables.
• - Consolidate schedules from multiple teams, vendors, and project managers into a unified program schedule.
• - Identify and manage task, milestone, resource, and dependency relationships.
• - Perform critical path analysis and schedule impact assessments.
• - Conduct schedule forecasting and what-if scenario modeling to support executive decision-making.
• - Establish and maintain schedule baselines and governance processes.
Project Controls and Performance Management
• - Monitor project performance against approved schedule, scope, and budget baselines.
• - Track progress, remaining effort, milestone achievement, and schedule variance.
• - Develop executive dashboards, scorecards, status reports, and project controls metrics.
• - Analyze trends and proactively identify risks to schedule performance.
• - Provide recommendations and recovery plans for schedule slippage or delivery challenges.
• - Ensure project controls processes are consistently applied across all project workstreams.
Risk, Issue, Scope, and Change Management
• - Establish and maintain project control protocols for risk management, issue management, scope management, and change control.
• - Continuously evaluate project risks and coordinate mitigation planning.
• - Assess schedule, resource, and delivery impacts associated with proposed changes.
• - Ensure scope changes are appropriately documented, justified, approved, and incorporated into project baselines.
• - Maintain issue logs, decision logs, risk registers, and change control documentation.
• - Support audit readiness and compliance reporting activities.
Resource and Dependency Management
• - Support resource planning, capacity analysis, forecasting, and workload balancing.
• - Identify resource constraints and coordinate mitigation strategies.
• - Perform resource allocation and leveling analysis.
• Manage cross-project dependencies and escalation of dependency-related risks.
• Coordinate project activities across multiple teams and vendors.
PMO Governance and Stakeholder Support
• - Serve as a key member of the PMO and support overall program governance activities.
• - Coordinate project governance meetings, milestone reviews, risk reviews, and executive steering committee meetings.
• - Ensure meeting materials, status reports, and supporting documentation are prepared and distributed.
• - Document meeting decisions, action items, risks, and follow-up activities.
• - Partner with business analysts, product owners, and project managers to ensure requirements traceability throughout the project lifecycle.
• - Support Software Development Lifecycle (SDLC) planning and readiness activities from requirements through implementation.
- Collaborate with leadership to ensure compliance with program governance standards and contractual obligations
Minimum Requirements
- Bachelor's degree in related field.
- 7-10 years of relevant professional experience required.
- Equivalent combination of education and experience considered in lieu of degree.
- 7-10 years of progressive experience in project controls, PMO, scheduling, program management, or project management for large-scale technology or modernization initiatives.
- Minimum five (5) years of experience developing and managing Integrated Master Schedules (IMS) for complex programs.
- Minimum five (5) years of experience using Microsoft Project or comparable enterprise scheduling tools.
- Experience developing Work Breakdown Structures (WBS), schedule baselines, and dependency management frameworks.
- Experience performing critical path analysis, schedule forecasting, and schedule recovery planning.
- Experience managing project risks, issues, change requests, and scope controls.
- Experience coordinating activities across multiple vendors and stakeholder groups.
- Experience supporting Agile and/or Hybrid Agile, or Waterfall delivery methodologies.
- Strong analytical, organizational, facilitation, communication, and presentation skills.
Preferred Qualifications
- Project Management Professional (PMP) certification.
- ITIL Foundation or similar certification.
- Experience supporting public sector or government programs.
- Child support program experience a plus.
