The Federal Civilian business unit supports many customers spanning the federal, commercial, and nonprofit space. Our customers include NASA, the General Services Administration, Office of Personnel Management, the Library of Congress, Health & Human Services, and the FDIC. We partner with these agencies to build new capabilities, deliver products, establish data as a strategic asset for informed decision-making, modernize legacy systems, and build the digital service infrastructure necessary to scale their mission impact.

Primary Responsibilities

Product Manager III serves as an emerging individual contributor within a team, expanding your leadership, guidance, and mentoring skills. With the support and guidance of leadership, you will be responsible for supporting the goal of meeting scope, schedule, and delivery requirements. You will interact with stakeholders and utilize influential skills to build relationships with internal and external stakeholders, while driving improvements in product management processes. Primary expectations of a Product Manager III include:

  • Partner with federal product owners and agency stakeholders to shape product vision, strategy, and roadmap across program workstreams including Registration, Recordation, Licensing, and Public Records
  • Own and maintain a healthy, prioritized backlog that reflects real user needs, program dependencies, and agency priorities
  • Lead agile ceremonies including sprint planning, backlog grooming, and retrospectives within a SAFe delivery environment
  • Translate complex technical and policy requirements into clear, actionable user stories with well-defined acceptance criteria
  • Track and communicate delivery progress, risks, and blockers to both internal teams and federal stakeholders with transparency and clarity
  • Collaborate with UX researchers, engineers, and accessibility specialists to ensure features are evidence-based, technically feasible, and accessible before sprint commitment
  • Proactively identify and escalate risks with recommended mitigations, maintaining clear escalation paths aligned with senior leadership
  • Develop and maintain product documentation including roadmaps, release plans, product briefs, and sprint artifacts
  • Coach and mentor junior team members, providing actionable feedback that supports growth within the product discipline

Basic Qualifications

  • 6+ years of relevant product management experience and a Bachelor's degree, or equivalent additional experience in lieu of a degree
  • Must meet federal suitability requirements and pass a background investigation as a condition of employment
  • Demonstrated experience working in agile and SAFe delivery environments, with the ability to apply the right methodology to the situation rather than following any single framework rigidly
  • Proven ability to manage and prioritize complex backlogs across multiple workstreams with competing priorities
  • Strong stakeholder management skills across technical and non-technical audiences, including federal agency partners
  • Experience decomposing complex problems into actionable stories, roadmap items, and delivery plans
  • Comfortable facilitating cross-functional collaboration across engineering, design, QA, and program leadership
  • Clear written and verbal communication skills, able to translate technical concepts for agency stakeholders and executive audiences alike

Preferred Qualifications

  • Prior experience with federal agency digital services or government contracting environments
  • Familiarity with copyright, licensing, records management, or other regulatory/compliance-driven domains
  • Experience supporting SAFe PI planning, ART coordination, or multi-team program delivery
  • CSPO, CPM, CSM, or other relevant agile or product certifications
  • Experience working alongside UX research and accessibility teams in an integrated delivery model

Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility.
