Job Description 

OIT is seeking a Product Manager to lead the development and continuous improvement of the City’s mobile applications and related digital products. This role will work cross-functionally with engineering, design, data, and City department stakeholders to define product vision, set priorities, and deliver solutions that meet user needs. 

 The Product Manager will be responsible for managing the full product lifecycle, from discovery and strategy through delivery and iteration. This role requires strong collaboration, analytical thinking, and a commitment to delivering value for residents, businesses, and City employees.  

Essential Functions 

  • Define and communicate a clear product vision aligned with City priorities and user needs  

  • Lead product discovery efforts, including user research, stakeholder interviews, and data analysis  

  • Translate business and user needs into product requirements, user stories, and roadmaps   

  • Prioritize features and enhancements based on impact, feasibility, and strategic alignment   

  • Partner closely with engineering, design, and data teams to deliver high-quality digital products   

  • Manage and maintain a product backlog, ensuring transparency and alignment across stakeholders   

  • Monitor product performance using metrics and analytics, and drive continuous improvement   

  • Facilitate cross-department collaboration to ensure solutions meet operational and policy requirements   

  • Advocate for user-centered design, accessibility, and equity in all digital products   

  • Support agile delivery practices, including sprint planning, standups, and retrospectives   

  • Communicate progress, risks, and outcomes clearly to technical and non-technical audiences  

  • Monitor and analyze the evolving mobile product landscape to identify opportunities, trends, and best practices that inform product strategy  

  • Establish and sustain a clear product vision, direction, and forward momentum for your portfolio  

  • Approve features for release based on readiness and user impact  

  • Oversee app store submissions, release notes, and rollout plans   

Competencies, Knowledge, Skills and Abilities 

  • Strong understanding of modern product management principles and agile methodologies   

  • Ability to balance strategic thinking with hands-on execution   

  • Ability to run sprint planning, backlog grooming, and standups  

  • Experience defining epics, user stories, acceptance criteria, and success metrics  

  • Experience working with cross-functional teams, including engineers, designers, and stakeholders   

  • Strong analytical and problem-solving skills, with experience using data to inform decisions   

  • Excellent written and verbal communication skills   

  • Ability to manage multiple priorities in a dynamic, public-sector environment Commitment to equity, digital accessibility, and inclusive design   

  • Familiarity with digital service delivery in government or regulated environments is a plus  

Qualifications
  • 3–6+ years of experience in product management, business analysis, or a related role   

  • Experience delivering digital products or platforms at scale   

  • Experience working with agile or iterative development processes   

  • Experience engaging with stakeholders across diverse functional areas   


Additional Information

Salary Range: $105,000 - $125,000
