Senior Power BI / Decision Intelligence Developer
Position Overview
  • Position Type: Part-Time Consultant / Business Intelligence Specialist

  • Technical Reality: This project requires building highly specialized decision-intelligence dashboards rather than generic KPI displays. Reports must surface actionable anomaly data while preserving strict forensic evidence and source traceability.

Chameleon is seeking a Senior Power BI / Decision Intelligence Developer to architect the user experience and reporting interface for a high-visibility contract with the Florida Office of the Chief Inspector General (OCIG). In this role, you will lead the design, security integration, and optimization of executive-level and analyst-level dashboards that transform a data analytics Proof of Concept (POC) into an enterprise-ready Decision Intelligence Platform.
This platform will unify statewide oversight, tracking abnormal spending patterns, contract vulnerabilities, and fraud/waste/abuse risks across up to 35 state agencies. Because this is a high-visibility, firm-fixed-price (FFP) state government contract, you will maintain absolute technical accountability for ensuring that reports perform under strict quantitative limits, including maintaining dashboard page loads under 5 seconds and query filter responses under 2 seconds.
Principal Responsibilities
  • Decision Intelligence Engineering: Develop advanced decision-intelligence dashboards that present automated anomaly and risk results alongside the granular, supporting transactional evidence needed by forensic investigators.
  • Persona-Based Architecture: Build role-based workspace layouts that seamlessly toggle between high-level executive summaries for senior leadership and deep drill-through detail views for agency analysts.
  • Scalable Multi-Agency Partitioning: Configure robust security boundaries to build agency-specific data views without creating separate, fragmented codebases or report files.
  • Security Framework Enforcement: Implement rigorous role-based access control (RBAC) and row-level security (RLS) data-governance models to ensure individual state agencies can never see cross-agency data without explicit authorization.
  • Value-Realization Modeling: Design and embed standardized, repeatable reporting metrics to quantify statewide oversight impacts, including potential cost avoidance, financial recoveries, identified risk exposure, generated investigative referrals, and realized oversight efficiencies.
  • Performance Optimization: Execute deep query performance tuning, data modeling refinement, and calculation optimization to guarantee compliance with legally binding speed and latency contract thresholds.
  • Data Quality & Lifecycle Validation: Build embedded data quality and ledger reconciliation reports to verify the continuous field completeness and cross-system correlation accuracy of the underlying data layers.
  • Training & UAT Support: Lead hands-on report training sessions and facilitate user acceptance testing (UAT) workshops with state agency program staff, ensuring full system handover.
Required Qualifications

  • Vetting & Location: Must be a U.S.-based citizen or resident. Must be able to successfully clear an FDLE Level II background screening (including fingerprinting) within 5 business days of contract award.
Strong Preferences

  • Hands-on experience developing reports that pull directly from Azure Databricks workspaces and Azure Data Lake Storage Gen2 (ADLS Gen2) foundations.
  • Background building specialized dashboards for fraud detection, improper payments, procurement risk, contract auditing, or investigative case management.
  • Experience deploying reports via automated Power BI deployment pipelines integrated with Git or Azure DevOps version-controlled repositories.
