Job Description

Project Summary:

The DHS, in collaboration with HHS DC and CMS, is implementing an Electronic Case Management (ECM) system to replace multiple legacy systems. The ECM will serve various program offices (e.g., OMAP, OCYF, OLTL, etc.) and improve data sharing, reduce costs, and enhance security and compliance.

Engagement Objectives:

  • Serve as Enterprise Project Manager for ECM system implementation.
  • Act as a liaison and lead for multiple program office PMs.
  • Develop onboarding, transition, and decommissioning plans for systems.
  • Ensure strong stakeholder communication and executive reporting.

Key Responsibilities:

  • Coordinate technical and business efforts across DHS and federal agencies.
  • Lead project planning, tracking, and risk management.
  • Gain SME-level knowledge of case management systems and operations.
  • Participate in ECM governance and leadership meetings.
  • Collaborate with PMO and ensure timely delivery of project milestones.
Must-Have Skills & Experience:
  1. Enterprise IT Project Management (7–9+ years)
    • Experience managing complex, cross-agency enterprise projects
    • Can lead multiple project teams, stakeholders, and vendors
  2. Case Management or Enterprise Platform Experience
    • Background in implementing systems like ECM, Salesforce, Dynamics, or other enterprise platforms
    • Comfortable replacing or consolidating legacy systems
  3. Public Sector / Healthcare Background
    • Experience with Medicaid, Medicare, HHS, CMS, or state agencies (like PA DHS) is strongly preferred
    • Understands government processes, compliance, and regulations
  4. Leadership & Communication
    • Strong leadership to guide cross-functional teams and program office PMs
    • Excellent verbal/written communication and stakeholder engagement skills
    • Comfortable reporting to executive leadership and governance boards
  5. Planning & Strategy Execution
    • Skilled in creating onboarding/decommission plans
    • Strong in risk management, status reporting, issue resolution
  6. Technical & Business Acumen
    • Able to bridge technical and non-technical teams
    • Understands software deployment, data integration, user access/security

Tools/Environment:

  • Work primarily remote with one mandatory in-office day per month.
  • Tools provided: hardware, software, VPN, phone access.
  • Project tracking via ServiceNow, Microsoft tools, etc.

Note:
