About the Role

Apex is seeking a bold, growth-driven National Service Line Leader โ€“ Infrastructure to build and execute a national infrastructure strategy that accelerates our expansion in water and wastewater infrastructure, civil/site engineering, and transportation engineering services. This role is designed for a strategic leader who can unify and amplify our existing teams, identify and scale high-potential disciplines and geographies, and drive an aggressive growth agenda through modern delivery modelsโ€”including communities of practice, engineering design centers, and AI-enabled design and delivery.

This role will also fully own the infrastructure regulatory and funding landscape - federal and state - including how mandates translate into client demand, how programs are funded (formula, SRF and grant mechanisms), and how those funding pathways drive timing, procurement, and win strategy.

This position will sit at the intersection of strategy, growth, operations, talent, and innovationโ€”partnering closely with Regional Business Unit P&L Leaders and Growth teams to strengthen collaboration across markets, unlock capacity, increase win rates, expand key accounts, and create repeatable delivery excellence at scale.

What Success Looks Like

You will be successful if you can:

  • Evolve our compelling national infrastructure strategy and translate it into an executable plan that drives measurable growth.
  • Connect and elevate existing infrastructure teams into one coordinated, high-performing national capability.
  • Support recruiting and retention efforts that attract seller-doers and technical leaders in priority disciplines and geographies.

Help advance alternate delivery models (engineering centers, communities of practice, standardized toolkits, AI-enabled workflows) that improve efficiency, quality, margin, and consistency.

  • Build a scalable model that balances local client intimacy with national expertise deployment via design centers and communities of practice.
  • Create and scale US-based engineering centers (discipline-based and/or regionally distributed) to increase utilization, speed, quality, and delivery consistencyโ€”while improving access to specialized expertise.
  • Implement standardized delivery frameworks (templates, design standards, checklists, workflows) that improve schedule certainty and reduce rework.
AI-Enabled & Technology-Forward Infrastructure Delivery
  • Champion AI and digital enablement to transform how infrastructure engineering work is deliveredโ€”accelerating delivery, strengthening QA/QC, and improving project predictability and margin.
  • Partner with operations, technology, and delivery leaders to pilot and scale tools such as:
    • AI-assisted drafting and design automation
    • Intelligent QA/QC workflows
    • Proposal automation and pursuit intelligence
    • Knowledge management systems and reusable design libraries
    • Digital delivery standards for multi-office execution
  • Build an innovation pipeline: identify use cases, measure benefits, and create adoption playbooks that spread across regions.
Delivery Excellence & Performance Management
  • Ensure consistent delivery of high-quality, compliant, and cost-effective engineering solutions across water/wastewater, civil, and transportation services.
  • Track and report on KPI performance including pipeline, bookings, revenue growth, effectiveness of regulatory/funding playbook engine, win rates, speed to contract, client satisfaction, and delivery performance.
  • Serve as a trusted advisor to key accounts, ensuring delivery excellence and repeat business.

Your Responsibilities as a National Service Line Leader:

National Strategy & Growth Leadership

  • Develop and execute a national infrastructure strategy aligned with Apex's commercial objectives and long-range growth plans.
  • Identify priority geographic expansion targets, disciplines, and service offerings across water/wastewater, civil/site, and transportation.
  • Implement a multi-year roadmap covering market segmentation, target client profiles, pursuit strategy, delivery capacity, hiring plans, and investment priorities.
  • Establish scalable go-to-market strategy and repeatable playbooks for key infrastructure pursuits and programs.
  • Integrate regulatory and funding-driven demand drivers into the strategy so the roadmap reflects what is mandated, funded, and time-bound (not just "market opportunity")
    Revenue Generation, Business Development & Key Account Expansion
  • Lead national business development efforts across public and private infrastructure markets, identifying new markets and expanding existing client relationships.
  • Oversee growth plans to improve win rates and contract quality.
  • Partner with Growth leaders, Principals, Program Managers, and marketing teams to drive cross-sell opportunities.
  • Strengthen Apex's positioning for large-scale programs and MSAs within public/private end markets, serving as a senior leader in the commercial strategy.
  • Represent Apex at industry events and forums to elevate brand visibility and thought leadership in infrastructure delivery and innovation.
    Modern Delivery Models: Communities of Practice + Engineering Centers
  • Design and deploy communities of practice that unify technical standards, mentorship, knowledge sharing, and consistent QA/QC across regions.
  • Demonstrated success building and executing growth strategies, driving pipeline creation, pursuit excellence, and revenue expansion.
  • Strong understanding of water/wastewater and/or civil/transportation delivery models (municipal, utility, DOT, and private owner contexts).
  • Proven ability to operate effectively in a matrixed organization, partnering across P&L business units and commercial teams to align priorities and execute.
  • Exceptional communication, collaboration, and organizational skills with the presence to lead internally and credibly represent Apex externally.

  • Track record leading large-scale infrastructure programs (planning, design, program management, or design-build support) across multiple geographies.

What we're looking for:

  • Bachelor's degree in Civil Engineering, Environmental Engineering, or a related discipline .
  • 15+ years of experience in infrastructure engineering/consulting, including 10+ years in leadership roles with national or multi-region responsibility.
  • Grow strategic client relationships and expand Apex's relevance in water/wastewater, civil/site engineering, and transportation end markets, both public and private.
  • Scale repeatable regulatory compliance playbooks into new geographies.
  • Own the regulatory and funding intelligence engine: maintain a clear view of federal/state mandates relevant to infrastructure growth and how those mandates are funded, then translate that into local pursuit playbooks that increase win rates and accelerate backlog conversion.
