Role Overview
The Internet and Web Engineer Project Lead is responsible for designing, developing, and maintaining enterprise web applications within a full Software Development Life Cycle environment. This role provides technical leadership across front-end and back-end development, supports CMS-based solutions, and ensures delivery of scalable, secure, and compliant websites. The position works closely with stakeholders, creative teams, and technical resources to implement high-quality digital solutions in a public sector environment.
Key Responsibilities
Web Application Development & Engineering
  • Design, develop, and maintain web-based applications across front-end and back-end layers
  • Translate UI designs and business requirements into functional, production-ready websites
  • Develop solutions using PHP and open-source technologies on Linux platforms
  • Maintain and enhance existing web applications, including PHP-based systems
CMS Development & Deployment
  • Develop and configure websites using Drupal and WordPress platforms
  • Install, configure, and deploy CMS environments through full lifecycle processes
  • Create and modify advanced CMS modules and features
  • Apply patches and updates to CMS platforms to ensure performance and security
Architecture & Integration
  • Participate in solution design and architecture discussions
  • Integrate web applications with internal systems and third-party platforms
  • Configure and manage Apache web server environments
  • Ensure interoperability, scalability, and maintainability of web systems
Standards, Accessibility & Performance
  • Develop cross-browser, standards-compliant web applications
  • Ensure compliance with accessibility and disability standards
  • Apply best practices in web design, performance optimization, and security
  • Identify and remediate vulnerabilities within application code and CMS components
Collaboration, Leadership & Training
  • Provide technical leadership and guidance to development teams

  • Communicate effectively across technical and non-technical audiences
Project Delivery & Support
  • Provide task planning, estimation, and progress tracking for assigned projects
  • Support issue resolution and escalation for production systems
  • Participate in on-call support including evenings, weekends, and holidays
  • Ensure project delivery meets timelines, quality standards, and budget requirements
Required Qualifications
  • Bachelors degree or equivalent professional experience
  • 5 or more years of experience developing and debugging web-based applications in team environments
  • 5 or more years of experience working with Linux, PHP, Drupal, and WordPress
  • 5 or more years of experience with HTML, DHTML, CSS, and client-side scripting technologies
  • 5 or more years of experience working with relational databases such as SQL or MySQL
  • Experience configuring and managing Apache web servers
  • Experience with full lifecycle CMS deployment including installation, configuration, and production support
  • 5 or more years of experience working in public sector environments
Preferred Qualifications
  • Extensive experience with Adobe Photoshop
  • Experience applying Drupal or other CMS patches
  • Knowledge of Adobe Captivate
  • Experience developing fillable forms using Adobe tools
  • Experience creating original graphics for professional website deployment
