Job description

JRAD is seeking candidates for an immediate-fill position supporting the Transportation Security Administration. This position is a remote position with preference given to local (District, MD, VA) candidates. TSA Headquarters is in Springfield, VA.

Roles/Responsibilities:

Systems Engineer with engineering and requirements development expertise to support the Transportation Security Administration (TSA).

  • Candidate will support the TSA's Checkpoint Property Screening Systems group within Acquisition Program Management.
  • Candidate will provide expert engineering and analysis support contributing to the development of requirements artifacts, to include Concept of Operations (CONOPS), Operational Requirements Document (ORD), and Functional Requirements Document (FRD), System Evaluation Report (SER), and Risk Assessment (RA), in support of baggage screening systems security equipment.
  • Position currently includes a teleworking or fully remote option; however, preference will be given to local (Springfield, VA) candidates.
  • Some travel (<10%) may be required depending on project demands.


Required Skills and Education:

Candidate must possess the following:

  • Master’s preferred, bachelor’s degree required in mechanical, electrical, or systems/software/computer engineering, or other related discipline. Must have an engineering degree.
  • Minimum of five years of experience in related systems engineering and requirements development.
    • Preference for knowledge and experience with DHS Acquisition Directive 102 or DoD 5000.
    • Knowledge of systems engineering and systems development methodology including the Acquisition Life Cycle Framework for translating user requirements, mission needs and gaps into functional and system level requirements.
    • This knowledge will include experience with DHS or DoD acquisitions to include the development of operational requirements and writing functional and technical requirements documents such as CONOPS, ORD and FRD.
  • Extra preference is given to candidates with experience with the Acquisition Program Management (APM) office within TSA.
  • Knowledge of project management including experience generating work breakdown structures using tools MS Project
  • Preference for knowledge and experience with transportation security equipment in the transportation security domain, particularly experience with baggage handling and baggage screening devices.
  • Minimum of 3 years’ experience with Test and Evaluation (T&E) of Federal acquisition systems (DHS or DoD).
    • Experience using R, JMP, or Excel to perform statistical evaluation.
    • Experience reviewing test reports, analyzing data, summarizing conclusions and performing risk assessments and configuration management decisions based on these results.
  • Experience with requirements tracking tools, i.e., Cameo, MagicDraw, and/or Jira would be a bonus.


Security Clearance:

Candidate must:

  • Be able to pass DHS suitability screening or DHS financial responsibility standards.
  • Have or be eligible to receive a DHS Secret security clearance. Existing Secret Clearance is a plus.
