We are seeking an Expert-Level Requirements Engineer to join our Resource and Acquisition Management team. In this role, you will support Platform Engineering, Products & Engagement, and Front Office stakeholders by translating mission and community needs into clearly defined capability requirements. You will ensure visibility and traceability of progress against these requirements for senior-level working groups, requirements boards, and various DoD/IC stakeholders. As a key member of Integrated Product Teams (IPTs), you will contribute to a multidisciplinary approach that includes program management, solutions engineering, scheduling, integration, and risk management. This position aligns with Task 2.2 - Program Management: Administration/Operations under the AI Talent 2.0 BOA PWS. Key Responsibilities: Conduct in-depth authorization reviews for large-scale government systems Collaborate with government leads to develop, document, and validate capability and system-level requirements in alignment with DoD 5000 guidelines. Support the creation and maintenance of Requirements Traceability Matrices (RTMs) across the acquisition lifecycle. Assist in aligning strategic thresholds, operational objectives, and key performance metrics with program goals. Ensure alignment of funding, program objectives, and product lines with fiscal accountability measures. Conduct user research to identify operational needs and translate findings into validated, testable requirements. Design and execute qualitative and quantitative research engagements (e.g., interviews, surveys, usability testing). Produce Human-Centered Design (HCD) artifacts such as user personas, workflows, wireframes, and content inventories. Collaborate with systems engineering and test teams to validate requirements and support test planning and evaluation. Prepare documentation and provide support for DoD milestone reviews and governance boards (e.g., SRR, PDR, CDR). Participate in Steering Committees, Governance Boards, and interagency advisory groups to represent program needs. Analyze vendor license and performance metrics, providing financial oversight and reporting. Support strategic recommendations and updates to acquisition and technical documentation. Ensure compliance with NGA Vision, DDI directives, and AI/ML program priorities. Required Skills & Qualifications: Strong understanding of DoD 5000 acquisition processes and lifecycle documentation. Experience developing and maintaining RTMs. Expertise in user research methodologies and translating findings into requirements. Proficiency in developing HCD deliverables (personas, wireframes, workflows, etc.). Familiarity with test planning and systems engineering collaboration. Working knowledge of dashboard and data visualization tools such as Tableau, Kibana, ESRI, and ArcGIS. Ability to analyze performance and licensing metrics, including financial tracking. Strong communication skills and ability to represent programs in high-level governance and advisory settings. Knowledge of NGA initiatives, digital transformation, and AI/ML integration within federal programs.
