HUD Housing Operations Consultant

Job Summary:

HDG Workforce Solutions is seeking an experienced HUD Section 202 Housing Operations Consultant to provide remote consulting and technical assistance to owners and operators of Section 202 Supportive Housing for the Elderly properties. As a remote, 1099 independent contractor, you will provide flexible, project-based support focused on HUD compliance, property operations, occupancy, resident files, financial performance, maintenance, and overall operational effectiveness.

Key Responsibilities:

• Provide technical guidance on HUD Section 202 and PRAC requirements and applicable HUD regulations and guidance.
• Review property operations, tenant files, annual/interim recertifications, eligibility, rent calculations, and occupancy practices.
• Conduct operational and compliance assessments and identify risks, deficiencies, and corrective actions.
• Assist properties in preparing for HUD reviews, audits, and physical inspections, including NSPIRE-related requirements.
• Review occupancy, vacancies, waitlists, leasing practices, and tenant selection procedures.
• Evaluate budgets, operating expenses, purchasing, vendor management, and financial controls.
• Assess maintenance operations, work orders, unit turnover, preventive maintenance, and capital needs.
• Develop or improve policies, procedures, compliance tools, and staff training materials.
• Provide remote technical assistance and coaching to property managers and management teams.
• Prepare concise reports, recommendations, and corrective action plans for ownership and management.

Qualifications:

• 5+ years of experience in HUD-assisted housing, affordable housing, property management, compliance, or housing consulting.
• Demonstrated knowledge of HUD Section 202 housing, preferably including PRAC properties.
• Strong understanding of HUD occupancy, eligibility, income certification, rent calculation, and tenant-file requirements.
• Experience with HUD reviews, audits, inspections, and corrective action plans.
• Strong analytical, organizational, communication, and problem-solving skills.
• Ability to work independently and provide practical solutions to property-level challenges.
