The Role

Utility Services is seeking a Senior Analyst to join our growing compliance consulting team. This role supports electric utilities and other power industry participants in meeting the North American Electric Reliability Corporation (NERC) Operations and Planning (O&P) Reliability Standards.

As an O&P Senior Analyst, you will provide technical leadership within our compliance consulting team. You will lead client engagements, mentor junior staff, and contribute to the development of compliance programs, templates, and internal tools. You will serve as a trusted subject matter expert, working directly with clients and internal staff to navigate complex regulatory requirements.

This position is ideal for someone with strong experience in NERC compliance who is looking to take on leadership responsibilities with an established company.

Utility Services was founded over 16 years ago and is a growing compliance and security consulting firm based in Vermont, specializing in helping electric utilities navigate the complex landscape of the NERC Reliability Standards and strengthen their operational compliance programs.

The electric sector is undergoing significant transformation as the grid evolves to support renewable energy, large computational loads, and new technologies, and we're looking for someone who wants to adapt with us.

Our employees work a hybrid schedule, spending two days per week in our office in Waterbury, Vermont, and three days working remotely. Waterbury is located near some of Vermont’s best hiking, mountain biking, and skiing, and is approximately 30 minutes from Burlington, Vermont’s largest city.

What You’ll Do

Leadership & Client Engagement

  • Serve as a primary or backup point of contact for client relationships

  • Provide high-quality technical guidance and compliance expertise to clients

  • Prepare and deliver client presentations, workshops, and compliance updates

  • Work with junior associates and analysts in client engagements, including NERC audits, spot checks, and self-certifications

Technical Compliance Work

  • Maintain a strong working knowledge of NERC O&P Reliability Standards

  • Review and analyze compliance documentation, test reports, and operational evidence

  • Evaluate protection system programs, maintenance records, and performance data

  • Review technical materials such as one-line diagrams and system models

  • Monitor and interpret regulatory developments from FERC, NERC, and Regional Entities

Program Development & Internal Contributions

  • Develop and refine compliance templates, procedures, and documentation frameworks

  • Provide feedback on scopes of work and client deliverables

  • Identify and implement improvements to internal processes and tools

  • Implement new service offerings and business opportunities

Training & Mentorship

  • Provide guidance and mentorship to junior analysts and associates

  • Support onboarding and the technical development of new team members

  • Assist in developing and delivering internal training programs

  • Contribute to team meetings and knowledge-sharing initiatives

Industry Engagement

  • Participate in industry groups, forums, and standard development activities

  • Maintain awareness of emerging issues impacting Operations & Planning compliance

Experience

  • Bachelor’s degree in engineering, electrical engineering, or related technical field, or equivalent military/technical experience

  • Required 5+ years of experience in NERC Operations & Planning compliance or electric utility operations

  • Strong understanding of NERC Reliability Standards

  • Experience supporting or leading audits, compliance programs, or regulatory initiatives

  • Excellent written and verbal communication skills

  • Strong analytical, organizational, and problem-solving skills

  • Detail-oriented with strong organizational skills

  • Ability to work independently while collaborating within a team environment

  • Experience mentoring or leading junior staff

  • Proficiency with Microsoft Office tools
