Job description

Metrics LLC is looking for a Contract Closeout Specialist to support the Department of Veterans Affairs. This position is fully remote. This position is contingent upon contract award, with an anticipated start date of September 29, 2026.

Personnel will provide contract closeout support to the VA Enterprise Procurement Office (EPO), the centralized contracting organization that manages enterprise-wide acquisition and financial actions on behalf of VA nationwide. The office initiates closeout on roughly 45 contracts each month and needs 85% of them finished within 60 days — if you have moved real volume through closeout, we want to talk to you. All work is performed in accordance with the Federal Acquisition Regulation (FAR), the Veterans Affairs Acquisition Regulation (VAAR), the VA Acquisition Manual (VAAM), and the EPO Closeout Guide.

What you'll do:

- Work through the assigned pool of closeout-eligible contracts each month across fixed-price, labor-hour/time-and-materials, indefinite-delivery vehicles, blanket purchase agreements, and basic ordering agreements

- Prepare SF 30 modifications, update contract data values, generate FPDS reports, and tag required documents to the contract file in the Electronic Contract Management System (eCMS)

- Review obligation history and remaining balances in the Financial Management System (FMS) and determine whether an action closes at zero balance or requires a de-obligation modification

- Verify invoice and payment status in the Integrated Invoice Payment Processing System (IPPS) before final closeout

- Amend purchase orders in IFCAP where needed to support a closeout action

- Track the age of every open action, escalate stalled files to the Contracting Officer's Representative, and deliver written status on anything unresolved at period end

- Contribute to the monthly Closeout Report submitted to the Contracting Officer and COR by the fifth of each month

- Provide weekend surge coverage during the last two weeks of September and the first week of October for fiscal year-end

What you need — minimum qualifications:

- Four (4) years of federal contract closeout or contract administration experience, including hands-on work with fixed-price, labor-hour/time-and-materials, and indefinite-delivery contract types

- An associate's degree, or approximately eight (8) years of directly relevant experience in place of the degree

- Demonstrated experience preparing contract modifications and maintaining contract records in a federal contract writing system

- Ability to read and interpret obligation and payment data in a federal financial management system

- Working knowledge of the FAR as it applies to contract closeout

- Able to obtain a favorable VA Tier 1 (low risk) background investigation and VA PIV credential, complete VA information security and privacy training, and sign a non-disclosure agreement

- Available to work a fixed daily shift within a 7:30 a.m.–5:30 p.m. Eastern coverage window

- Available for weekend surge coverage at fiscal year-end

Nice to have:

- Prior VA or VHA contracting experience

- Demonstrated volume in contract closeouts and de-obligations

- Experience preparing de-obligation modifications and Release of Claims documentation

- FAC-C (Professional) or DAWIA certification in Contracting

- Bachelor's degree

- An active or recently held VA background investigation or PIV credential

- Working knowledge of FPDS-NG, SAM, and CPARS
