Why is this position open: This is a new position to help the PACSS Team redesign their financials. We anticipate this position to be active for a year or less.
Max Bill Rate:

We require this position to analyze current application and recommend user-experience enhancements, usability improvements and guided workflows.
Scope of the project: The Child Support Services Applications Team is part of the Department of Social Services (DSS) and is responsible for developing and maintaining applications in support of the Child Support Services Division (CSSD) including PACSS (Palmetto Automated Child Support System), SDNH (State Directory of New Hires) and the Client Portal application.
Daily Duties / Responsibilities:
During this assignment, the financial business analyst will report to the State functional manager to provide status updates on assigned tasks. The resource should be able to work independently with minimum guidance to enhance the current application's user interface to be interactive and self-guided primarily in financial areas of SC Child Support Application.
Primary Responsibilities
  • Work closely with the State Functional Manager and Business Analysts to identify areas for improvement within PACSS and deliver practical, actionable recommendations.
  • Analyze existing workflows to uncover inefficiencies and pain points.
  • Design optimized workflows for complex processes in alignment with South Carolina business requirements.
  • Propose enhanced functionality for complex financial activities within PACSS.
  • Design self-guiding workflows, including guided navigation, tooltips, and contextual assistance, for critical areas such as order entry and financial adjustments.
  • Design user-friendly features such as step-by-step wizards, contextual help, and automated guidance to improve usability and reduce training needs.
  • Conduct stakeholder interviews as needed to gain a comprehensive understanding of South Carolina business processes.
  • Collaborate with other Business Analysts to develop comprehensive test scenarios, test cases, and provide general assistance during testing activities.
  • Participate in regular functional meetings focused on user-reported issues, enhancements, and bug triage to review progress, discuss solutions, and align on priorities.
