The Office of Healthcare Programs (OHP) administers FHA's healthcare programs, the Section 232 Mortgage Insurance for Residential Care Facilities and Section 242 Mortgage Insurance for Hospitals programs. Both programs enable the affordable financing and refinancing of healthcare facility projects and are integral to HUD's community development mission. OHP's programs assist hospitals and residential care facilities (such as nursing homes and assisted living facilities) to more reasonably finance construction, renovation, acquisition, or refinancing projects. These programs strengthen local communities, improve access to healthcare, and decrease overall healthcare costs. As a Hospital Mortgage Services Manager, you will:
- Direct evaluation and underwriting of prospective hospitals for the Section 242 Program. Supervise the processing of preliminary and full applications through OHF and monitors pipeline progress to identify and remove impediments that cause unwarranted delays or prevent applications from proceeding through the process.
- Deliver products and services that are consistent with clients' requirements, support Departmental activities, and are integrated with other OHF and Department initiatives and programs.
- Work with other senior staff to develop policies and procedures for the Section 242 Program. Represent and speak for the Office Director at meetings with key officials of the Department, other federal agencies, state agencies, congressional staffs, industry representatives, advocacy groups, and the public.
- Serve as an authoritative point of contact for mortgage/investment bankers, hospitals seeking Section 242 loans, and hospitals in the insured portfolio. Ensure that the highest possible level of client service, communication, and assistance is provided to hospitals and lenders regarding routine business activities, such as the interpretation of FHA guidelines or status of applications and requests.
- Serve as a supervisor of division employees. Establish an organizational environment that positively influences employees' ability to deliver high quality products and services.

The official duty station for this position will be in Indianapolis, Indiana. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.
Key Requirements:
  • Must be U.S. Citizen or U.S. National.
  • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.

Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
- Reviewing applications and pre-applications for hospital mortgage insurance to evaluate compliance with program requirements and assess the proposals' risk factors; AND
- Providing guidance to lenders and hospital representatives on Section 242 mortgage insurance program underwriting policies and procedures; AND
- Managing a portfolio of hospitals with existing Section 242 FHA-insured loans, overseeing performance, compliance and risk mitigation strategies.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
