IronMountain Solutions, Inc. is seeking a highly motivated and experienced Strategic Functional Consultant to provide strategic planning, process development, and advisory support for the United States Coast Guard (USCG). In this role, you will directly support the Command, Control, Communication, Computer, Cyber, and Information (C5I) Operational Technology Integrated Systems (OTIS) organization. The primary objective of this position is to support business development, lifecycle management, and acquisition integration to help unify the Coast Guard's IT support structure into a single mission support model.

While this position allows for fully remote work, candidates residing in the Washington, D.C. Metro area are highly preferred to facilitate occasional on-site meetings at USCG Headquarters and surrounding C5ISC facilities in Alexandria, VA, Kearneysville, WV, or Portsmouth, VA.

Job Responsibilities: 

  • Provide strategic functional consulting support for business development and process improvement initiatives.
  • Support the implementation and refinement of Government-defined initiatives and command priority projects.
  • Assist with acquisition integration and lifecycle program management across the portfolio.
  • Manage and reconcile the Integrated Master Schedule (IMS) for assigned tasks using enterprise tools such as MS Project and Enterprise Project Management software.
  • Coordinate transition meetings and support preparation for Program Accountability and Risk Management meetings.
  • Establish and refine Tier One and Tier Two support processes, metrics development, and comprehensive reporting mechanisms.

Required Skills, Competencies and Abilities:

  • Strong abilities in process mapping, risk identification and management, meeting planning, and facilitation.
  • Capability to develop strategic communications, action plans, metrics, and regular consolidated reporting for executives and stakeholders.
  • High proficiency in Microsoft Office tools including Word, Excel, and PowerPoint.
  • Excellent organizational skills with the ability to manage Enterprise Project Management environments and oversee website/portal content management.

Experience and Technical Knowledge:

  • Experience supporting Department of Homeland Security (DHS) Unites States Coast Guard (USCG), Department of Defense (DoD), or federal technology acquisition programs. C5I experience, preferred.
  • Knowledge of federal system lifecycles and business development processes, particularly the transition from acquisition to business development phases.
  • Experience developing, refining, or improving business processes, policies, and technical documentation.
  • Working knowledge of Microsoft SharePoint and Project for content creation and external data integration.
  • Understanding of operational, functional, and technical requirements, along with knowledge of multiple tiers of IT support and help desk functions.
  • Experience reviewing and refining contract data requirements, sparing philosophies, logistics, and finance processes.

 Education and General experience:

  • Minimum of five years of general professional experience operating in a strategic functional consulting capacity.

Security Clearance Requirements:

  • Must be a U.S. Citizen eligible to pass a Tier 1 Background Investigation to obtain a DoD Common Access Card (CAC).
  • Must have a favorably adjudicated fingerprint check and background investigation.

Must be authorized and capable of safeguarding Sensitive but Unclassified and For Official Use Only information, which includes signing the DHS Non-Disclosure Agreement (NDA).
