ABOUT THE POSITION
The County of Riverside - Riverside University Health System (RUHS) - Medical Center, Provider Relations Division, is seeking a detail-oriented and experienced Patient Services Coordinator with a strong background in referral processing for a remote position.
The Patient Services Coordinator supports the Provider Relations program by managing referral workflows for Riverside University Health System's 11 community health clinics, medical-surgical center, outpatient surgery services, and patient discharges. This role ensures timely and accurate referral processing while delivering excellent customer service to patients, providers, and internal partners. Under minimal supervision, performs a variety of administrative and clerical duties in support of the Riverside University Health System (RUHS) Managed Care or Care Management program; and performs other related duties as required.
Depending on area of assignment, the Patient Services Coordinator reports to either the Nurse Coordinator, Director of Nursing Services, or an appropriate Revenue Cycle Manager. The Patient Services Coordinator class is primarily responsible for coordinating patient care at the RUHS ambulatory clinics or for coordinating referrals generated with contracted Managed Care Plans, both public and private. In addition, this class coordinates with physicians and mid-level providers regarding patient care or IPA's for all patients scheduled for appointments at RUHS, and obtains all authorizations necessary for patient care.
Schedule: 5/40 Monday-Friday 8am-4:30pm
Location: The main office location will be in Riverside, CA, but the position will be remote.

EXAMPLES OF ESSENTIAL DUTIES
  • Process, track, and manage all incoming referrals for RUHS community health clinics, medical-surgical services, outpatient surgeries, and patient discharges.
  • Verify patient insurance eligibility, provider participation, and required documentation to ensure accurate referral processing.
  • Serve as a liaison between patients, Primary Care Providers, Specialty Providers, and other healthcare staff to support continuity of care.
  • Facilitate communication among patients, physicians, nurses, and clinic staff regarding referral status, appointment coordination, treatment authorizations, and resource needs.
  • Enter and maintain referral data in the managed care system, ensuring timely follow-up on pending items.
  • Request, review, and route emergency room, outpatient, and surgical notes to the appropriate Primary Care Provider or IPA when related to referral workflows.
  • Coordinate with contracted IPAs to obtain and return required clinical documentation, including progress notes and referral-related updates.
  • Assist with patient transfers between RUHS clinics and other facilities when related to referral authorization or eligibility verification (not clinical transport coordination).
  • Provide high-quality customer service to patients and healthcare partners, addressing questions related to referrals, insurance verification, and care coordination.
  • Support patients by directing them to appropriate community resources when relevant to referral needs.
  • Maintain organized, accurate records and manage workload independently in a remote environment.

MINIMUM QUALIFICATIONS
Education: Graduation from high school or possession of a Certificate of Proficiency issued by the California State Board of Education, or attainment of a satisfactory score on a G.E.D. test.
Experience: Three years of increasingly responsible, broad and varied clerical experience, at least one year of which included working in a managed care, healthcare, or behavioral health setting. For the RUHS care management program, experience as a Licensed Vocational Nurse or experience equivalent to the County of Riverside Behavioral Health Specialist I class is preferred.
Knowledge of: Rules and regulations pertaining to the confidentiality of medical information from federal, state and county agencies; medical terminology and basic laws of healthcare facilities and hospitals; federal, state and county regulations related to healthcare compliance.
Ability to: Interpret medical information, diagnosis and apply medical guidelines; communicate effectively orally and in writing; maintain effective working relationships with a wide variety of individuals; work independently, as well as in a team environment; operate a variety of telephone technology systems; understand the capabilities and applications of information processing equipment, considering the requirements of the program; utilize motivational interviewing skills; work efficiently in a fast paced environment; provide excellent customer service.
Other Requirements: Computer literate; ability to type 40 wpm.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:
  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.
