Job description

We are seeking a highly experienced Data Architect with deep healthcare and Medicaid domain expertise to design, modernize, and govern our enterprise data ecosystem. This role is critical to supporting Medicaid operations, compliance, reporting, analytics, and population health initiatives.

The Data Architect will lead the design of scalable, secure, and compliant data architectures that integrate clinical, claims, eligibility, provider, and social determinants of health (SDOH) data, enabling meaningful insights that improve program outcomes and operational effectiveness.

Essential Duties and Responsibilities:

  • Establish and maintain enterprise data warehouse (EDW) architecture environments and data ingestion/integration development frameworks, including architecting elegant technical solutions that meet the business requirements while reducing operating expenses.

  • Oversee architecture changes for all data ingestion solutions and provide technical advice on complex data mappings and transformations, including production support guidance, researching, and responding to security vulnerability findings, and working with multiple vendors and teams to leverage existing architecture components.

  • Facilitate the creation of architectures that consider how the current system interacts with other internal and external systems and environments and ensure that the new system behaves and performs correctly, including: prioritizing backlog projects and coordinating with system and network administration personnel on maintenance, upgrades, changes, and performance needs.

  • Mentor and transition architectural knowledge to team members and provide leadership and work guidance to less experienced personnel, including conducting quality assurance activities such as peer reviews. Provide adequate and timely acceptance criteria for new or enhanced data ingestion solutions and explain costs and efficiencies of backlog items to management and other stakeholders.

  • Develop architectures that support the business requirements and provide assistance to the team in troubleshooting performance and system errors, including providing data analysis support, discovering and fixing data issues, and communicating with various stakeholders.

Key Responsibilities

  • Design and maintain enterprise-scale data architectures supporting Medicaid claims, encounters, eligibility, provider, and care management data

  • Develop and enforce data standards, canonical data models, and integration patterns aligned to healthcare regulations and state Medicaid requirements

  • Architect solutions that support regulatory reporting (CMS, state-specific submissions, encounters, T-MSIS, quality measures)

  • Partner with business, compliance, and analytics teams to translate Medicaid requirements into scalable technical solutions

-Define data governance frameworks focusing on data quality, lineage, metadata management, and stewardship

  • Ensure architectures comply with HIPAA, HITECH, CMS, state Medicaid regulations, and security best practices

  • Lead cloud-based data modernization efforts, including data lakes, warehouses, and real-time processing where applicable

  • Evaluate and recommend healthcare data platforms, integration tools, and vendor solutions

  • Mentor data engineers and analytics teams; provide architectural guidance across initiatives

  • Maintain clear documentation of data models, architectures, and standards for technical and non-technical audiences

Minimum Requirements

'- Bachelor's degree in relevant field of study and 7+ years of relevant professional experience required, or equivalent combination of education and experience.

Program Specific Requirements

  • Bachelor's degree in computer science, Information Systems, Healthcare Informatics, or related field (or equivalent experience)

  • 7+ years of experience in data architecture, with significant healthcare and Medicaid experience

  • Strong understanding of Medicaid data domains, including claims, encounters, eligibility, provider, managed care networks, and care management

  • Hands-on expertise in data modeling (conceptual, logical, physical) within healthcare environments

  • Extensive experience with modern data platforms (e.g., Snowflake, Azure Synapse, Databricks, Redshift, BigQuery)

  • Advanced SQL skills and deep knowledge of relational and NoSQL databases

  • Experience building and supporting ETL/ELT pipelines for high-volume healthcare data

  • Solid understanding of HIPAA-compliant data security, privacy, and governance principles

  • Experience working in cloud environments (AWS, Azure, and/or GCP)

Program Specific Preferences

  • Experience supporting state Medicaid agencies, managed care organizations (MCOs), or CMS reporting

  • Familiarity with healthcare data standards such as HL7, X12, FHIR, ICD-10, CPT, LOINC, and SNOMED

  • Experience with T-MSIS, encounter reporting, and Medicaid-specific regulatory submissions

  • Knowledge of value-based care, risk adjustment, and population health analytics

  • Experience with streaming or near-real-time healthcare data platforms

  • Relevant certifications (AWS, Azure, GCP, DAMA, Certified Health Data Analyst, or similar)
