About Us

AdNet/AccountNet, Inc. is an 8(a), WOSB, and WBE-owned management consulting firm providing federal agencies with expert Equal Employment Opportunity (EEO), diversity, and workforce support services.

Position Overview

We are seeking experienced EEO Specialists with expertise in federal-sector EEO programs, complaint processing, counseling, investigations, ADR, affirmative employment, and EEO program management. This role supports agency EEO Offices by providing technical expertise across the full lifecycle of federal EEO complaints and compliance programs.

This is a remote, contract-based opportunity for professionals with significant federal EEO experience and a strong understanding of EEOC regulations, MD-110, MD-715, and 29 C.F.R. Part 1614.

Key Responsibilities

EEO Counseling & ADR

  • Provide pre-complaint counseling services and explain the federal EEO complaint process.
  • Issue Notices of Rights and Responsibilities and Notices of Right to File.
  • Conduct limited inquiries into EEO allegations.
  • Facilitate mediation and Alternative Dispute Resolution (ADR) processes.
  • Prepare EEO Counselor Reports and counseling documentation.

EEO Investigations

  • Develop impartial factual records for formal EEO complaints.
  • Conduct witness interviews, fact-finding conferences, and evidence collection.
  • Prepare investigative summaries, affidavits, declarations, and Reports of Investigation (ROI).
  • Ensure investigations comply with EEOC regulations and required timelines.

Complaint Processing & Adjudication

  • Review of complaints for acceptance and dismissal determinations.
  • Draft acceptance/dismissal letters and related complaint-processing documents.
  • Assist with the development of Final Agency Decisions (FADs).
  • Maintain accurate case management records and complaint-tracking systems.

Affirmative Employment & MD-715 Support

  • Assist with MD-715 reporting, barrier analysis, and self-assessments.
  • Support diversity, inclusion, and affirmative employment initiatives.
  • Develop EEO and diversity training materials for employees, managers, and senior leaders.
  • Research best practices and provide recommendations to improve agency EEO programs.

Program & Administrative Support

  • Draft policy memoranda, guidance documents, and program directives.
  • Develop presentations, briefing materials, and communications plans.
  • Prepare monthly activity and status reports.
  • Support EEO program reviews and compliance initiatives.

Required Qualifications

Must Have

  • Current EEO Counselor and/or EEO Investigator certification(s)
  • Federal-sector EEO experience
  • Working knowledge of:
    • 29 C.F.R. Part 1614
    • EEOC MD-110
    • EEOC MD-715
  • Experience conducting EEO counseling, investigations, ADR, complaint processing, or affirmative employment programs
  • Excellent legal, analytical, and technical writing skills
  • Strong interviewing, facilitation, and communication abilities
  • Advanced proficiency in Microsoft Office and Adobe Acrobat

Preferred Qualifications

  • Certified Mediator
  • ADR and facilitation experience
  • FAD drafting experience
  • MD-715 reporting and barrier analysis experience
  • Experience developing and delivering EEO, diversity, or civil rights training
  • Experience supporting DoD or other federal agencies
