Duties
Help

• You will be responsible for directing, planning, and coordinating the business and industrial operations of the Rigging and Equipment Operations Division.
• You will serve as the shipyard's authority on the operational planning, scheduling, and resourcing allocations for all types of industrial rigging, weight handling, crane operations, and diving services.
• You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare long-range division schedules, ensuring that organizational goals align with overarching shipyard production milestones.
• You will be responsible for analyzing, evaluating, and directing the division's comprehensive manpower resources, heavy equipment, maritime facilities, and material assets.
• You will serve as the division's leading authority in labor-management relations and long-term workforce stabilization efforts.

• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• You will be required to successfully complete a pre-appointment physical examination.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Experience managing, directing, and stabilizing a large multi-tiered industrial service organization.
* Experience analyzing industrial capacity, forecasting manpower, and developing competitive cost estimates and bid packages for complex, multi-million-dollar ship overhaul projects.
* Experience working on weight handling, rigging, and maritime diving services.
* Experience applying NAVSEA, OSHA, and nuclear safety regulations sufficient to evaluate, interpret, and formulate division-wide operational policies, standard operating procedures, and safety controls.
* Experience establishing financial tracking procedures and following federal budget parameters and cost estimation protocols.
