Program Overview

CRS is seeking a Senior Knowledge Management Specialist to support execution of a Blanket Purchase Agreement (BPA) delivering Enterprise Knowledge Management (EKM) services to a U.S. Combatant Command headquartered at MacDill Air Force Base in Tampa, Florida. The BPA supports the Command Headquarters, its Component Commands, and its Theater Special Operations Commands (TSOCs), spanning multiple CONUS and OCONUS locations across a broad Area of Responsibility (AOR) and operating across unclassified and classified networks.

This position anchors the program's knowledge capture, organization, application, and sharing work and supports strategic program management and KM coordination across the enterprise. The Senior Knowledge Management Specialist is the program's senior functional authority on KM practice advising Government Knowledge Management Officers (KMOs), setting enterprise governance standards, and ensuring KM tradecraft, taxonomy, and tools are applied consistently across the Headquarters, Components, and TSOCs.

Position Summary

The Senior Knowledge Management Specialist serves as the contractor's principal subject matter expert on knowledge management strategy, governance, and tradecraft. The individual shall advise Government KMOs on KM strategy, implementation, and optimization; author policy documents and governance frameworks that establish enterprise standards and procedures; lead the capture and transfer of tacit and explicit knowledge using Command-approved methods; and evaluate KM programs against KM maturity models during site-assisted visits.

The individual shall act as strategic advisor on M365, the Power Platform, custom full-stack applications, and the integration of custom-engineered solutions, ensuring proposed technical solutions conform to Command taxonomy, metadata standards, and Records Management (RM) policy before and during implementation. The position requires close, continuous coordination with KM leads across the enterprise and with the EKM Working Group.

Key Responsibilities
  • Act as advisor to Government Knowledge Management Officers, providing expert guidance on KM strategy, implementation, and optimization, and assist in leading the enterprise KM working group by facilitating discussions, setting agendas, and tracking action items.
  • Write and maintain policy documents, governance frameworks, standards, and procedures that establish enterprise KM practice, ensuring all KM activities comply with Federal regulations, security standards, and Command protocols for handling classified and mission-critical information.
  • Lead staff synchronization and the capture and transfer of tacit and explicit knowledge by applying Command-approved methods including battle rhythm support, knowledge bases, structured collaboration, After Action Reviews, Lessons Learned, and Best Practices harvesting.
  • Perform site-assisted visits to evaluate KM programs against KM maturity models, and prepare the resulting reports, metrics, formal assessments, recommendations, and improvement plans.
  • Establish and enforce enterprise taxonomy, metadata requirements, naming conventions, and content lifecycle practices so that information is discoverable, authoritative, and aligned with enterprise content management standards.
  • Serve as strategic advisor on M365, the Power Platform (including Power BI and Copilot), custom full-stack applications, and the integration of custom-engineered solutions, aligning KM strategies and proposed solutions with enterprise goals, security frameworks, and industry best practices.
  • Advise on the selection and integration of emerging technologies, including Generative AI and Copilot, to automate knowledge discovery, bridge organizational gaps, and optimize staff workflows.
  • Review proposed technical solutions to confirm strict conformance to Command taxonomy, metadata standards, and RM policies before and during implementation.
  • Evaluate and recommend configurations for enterprise search, indexing, and navigation to improve users' ability to find authoritative information across the enterprise.
  • Lead the planning and prioritization of KM efforts using Agile and Scrum methodologies, keeping development sprints aligned with user needs and command priorities.
  • Coordinate with KM leads across the Headquarters, Components, and TSOCs to ensure local solutions conform to enterprise architecture standards and KM Working Group outputs.
  • Design and deliver KM competency training tailored for leadership, staff, and KM practitioners, and promote knowledge-sharing behaviors and continuity activities that minimize loss of organizational knowledge through personnel transition.
  • Drive continuous process improvement through process identification, mapping, analysis, improvement, and training to promote documentation, repeatability, and error reduction, and develop qualitative and quantitative measures of the impact of KM initiatives.
Required Qualifications

The following qualifications are mandatory for this position:

  • Shall be a U.S. citizen and shall possess an active Top Secret (TS) clearance with eligibility to SCI based on a Single Scope Background Investigation (SSBI).
  • Bachelor's degree in Knowledge Management, Information Science, Information Systems, Organizational Management, or a closely related discipline; additional directly relevant experience may substitute for the degree.
  • A minimum of eight (8) years of professional knowledge management experience, including at least five (5) years supporting Department of War (DoW), Department of Defense, or Intelligence Community organizations.
  • Demonstrated experience developing KM policy, governance frameworks, taxonomies, and metadata standards for an enterprise-scale organization.
  • Working expertise with MS SharePoint (on-premises and Online) and the M365 suite as knowledge management platforms, including their governance and content lifecycle capabilities.
  • Demonstrated experience facilitating knowledge-capture activities After Action Reviews, lessons learned programs, communities of practice, and structured collaboration for senior staff organizations.
